A New York Times article on the roots of the GOP strategy to shut down the government over the Affordable Care Act found some links to the Koch brothers and the many libertarian causes they help fund, especially through the group Freedom Partners. It also noted that Congress has defunded laws before, especially related to abortion. The Times reported that “after the health law passed in 2010, Todd Tiahrt, then a Republican congressman from Kansas, proposed defunding bits and pieces of it. He said he spoke to Mr. Boehner’s staff about the idea while the Supreme Court, which upheld the central provision, was weighing the law’s constitutionality.” Tiahrt told the Times: “There just wasn’t the appetite for it at the time. They thought, we don’t need to worry about it because the Supreme Court will strike it down.” Tiahrt, who represented the 4th Congressional District from 1995 through 2010, is now CEO of Colorado Springs energy company Neumann Systems Group.
