The report this week that the chief counsel of the IRS helped develop guidelines for reviewing tea party cases is a bombshell because it means that the scandal isn’t limited to a few rogue agents in Cincinnati, Peggy Noonan argued in the Wall Street Journal. “Republicans need to find out how high the scandal went and why, exactly, it went there,” she wrote.
