And no gaffes roundup would be complete without Vice President Joe Biden, who made the list with his shocking warning to black voters that Romney would “put y’all back in chains.” GOP hopeful Newt Gingrich also won a spot for saying that “by the end of my second term, we will have the first permanent base on the moon.”
