President Obama adjusted his administration’s mandate that religiously affiliated businesses include contraception coverage in their insurance plans. The new rule allows these businesses to opt out, but it requires their insurance companies to work directly with employees to provide contraception at no cost to the employees or the businesses. It’s unclear why the Obama administration didn’t work out this compromise earlier and minimize the backlash. Hawaii, Missouri, New York and West Virginia have policies that require birth-control riders, so it isn’t a new idea.
