As Congress approved $59 billion in more war funding last week, New York Times columnist Maureen Dowd marveled that all our dollars have yet to leverage cooperation and approval for our efforts in Afghanistan and Pakistan. And she puzzled over our difficulties in trying to transform local warriors into security forces. “Why can’t countries that produce fierce insurgencies produce good standing armies in a reasonable amount of time? Is it just that insurgencies can be more indiscriminate?” she asked.
