Last week’s candidate filing deadline generated surprisingly few contested legislative primaries in the area and, remarkably, no contested judicial races in Sedgwick County. Most of the suspense will surround the contests for Congress, Sedgwick County Commission and some statewide offices. And there was a last-minute fast one: the withdrawal of the candidacy of state Rep. Delia Garcia, D-Wichita, and the filing in her place of her campaign manager, Ponka-We Victors. No other candidates filed, so Victors will assume the job of representing District 103 without effort. Garcia, as it happens, took the seat as an unopposed first-time candidate in 2004. The fact that this has happened twice does not make it right. Candidates should have to explain themselves, and voters should have choices.
