How else might Hartman, who is running for Congress in the 4th Congressional District, explain why his self-declared primary residence is in Florida, where he also is registered to vote, has a valid driver’s license and has a polo league named after him? “These are inconvenient facts for a Kansas candidate who went on Wichita radio this month to say that campaign talk about him spending time in Florida is bunk,” Cerabino wrote.
