    Poverty BTW doesn’t drive people to crime. Check the crime rates during the depression. They were down.

    WASHINGTON (AP) – The White House is being forced to acknowledge the wide gap between its once-upbeat predictions about the economy and today’s bleak landscape.

    The administration’s annual midsummer budget update is sure to show higher deficits and unemployment and slower growth than projected in President Barack Obama’s budget in February and update in May, and that could complicate his efforts to get his signature health care and global-warming proposals through Congress.

    The release of the update – usually scheduled for mid-July – has been put off until the middle of next month, giving rise to speculation the White House is delaying the bad news at least until Congress leaves town on its August 7 summer recess.

    India on Sunday night rebuffed an appeal by Hillary Clinton, US secretary of state, to embrace a low-carbon future in which the two countries would work together to devise new ways of consuming and producing energy.

    Mrs Clinton, on a five-day visit to the country, said that low-carbon emissions would not jeopardise India’s high economic growth rates and its goal of lifting millions of people out of poverty. She offered a technological partnership to secure the fast growing nation’s energy supplies and help boost the livelihoods of its farmers.

    “There is simply no case for the pressure that we, who have been among the lowest emissions per capita, face to actually reduce emissions,” Jairam Ramesh, India’s environment minister told Mrs Clinton. “And as if this pressure was not enough, we also face the threat of carbon tariffs on our exports to countries such as yours.”

    But it won’t be “smoke stack” industries anymore, because of all that “Clean Coal Technology” the CONs promise is there.

    Sounds like a win-win proposition to me!

    Forty years ago we did it. Now? It would take us another 20 years to do it. The loss in opportunity and the short sightedness of not vigorously building on the achievement will be seen by history as almost criminally negligent and stupid. We MUST get back on that road or America’s best days are truly behind us.

    A simple rule of thumb:

    If you ever find yourself holding a position “outlander” agrees with, it’s time to reassess your beliefs.

    The Apollo Program was a remarkable achievement.

    The Discovery Channel has been documenting the 60s space program all day. And the accomplishments, the challenges, the courage those missions represent make me proud to be a fellow human being.

    And even if it’s become a cliche, there’s something to “If we can put a man on the moon…” laments.

    We humans have the brains, the courage, the physics, the sticktoitivness to achieve remarkable things. But going to the Moon again, or going to Mars, accomplishes what?

    Buckminster Fuller used to refer to our planet as “Spaceship Earth.” Right now the spacecraft is experiencing serious threats to our life-support systems. But too many people with too much political clout have decided driving their old 1970 GMC pick-up is more important than the air we breathe.

    We’ve been promised by the coal industry they have “clean” coal technologies ready to solve the problem. But burning up fossils seems to be more important to CONs.

    “Smoke ‘em if you’ve got ‘em.”

    I had coffee with an old guy who was on Normandy Beach June 5, 1944. He wasn’t in the first wave. His biggest memory was eating his first C-Rations in a combat arena. It came with four Camel cigarettes which started his lifelong addiction to nicotine.

    He’s dying of lung cancer now.

    But not one soldier on D-Day died of lung cancer that day.

    CONs who deny or avoid the realities of climate and environmental science are like those cocky kids on Normandy Beach who sat back after the day was over and had “…a Lucky instead of a sweet.”

    Most of those guys at Normandy are dead now. Many were dead that day. The rest… well, that’s what happens in life: death.

    D-Day was another one of those remarkable human achievements; of humans and technology and systems and the leadership of General Eisenhower and the courage of some pretty remarkable people. Just like the Moon Landing.

    But I see no pressing need to replicate it until we accomplish other important things back here on Spaceship Earth.

    You’re missing my point monkeyhawk.

    While I am an advocate for the return to the Moon and a voyage to Mars, I am well aware of the more practical things to be done.

    ……

    So, just how many of those things GOT done the last 35 years?

    MY lament is that we were already on the road. The investment in treasure and time was already on the table. The first steps already taken….

    And then, for some reason that will probably debated long after we are dead and gone, we just….quit.

    What was it? Did disco or leisure suits cause the nation to lose its nerve? I can’t understand it and I very much doubt history will either.

    The problem with arguing what we ought to be doing INSTEAD of some great endeavor is that the “practical” things don’t get done either.

    There is something to be said for the value to a society of monumental achievements. You can’t put a price on it.

    A new study by the federal Centers for Disease Control and Prevention (CDC) has found startling figures regarding the prevalence of sexually transmitted diseases (STDs) in teen girls. The study, released at the National STD Prevention Conference in Chicago, looked at 838 US girls aged 14 to 19 and found out that overall, more than a quarter had at least one sexually transmitted disease.

    That was bush’s decision.

    Sort of.

    The existing vehicles ARE getting a little long in the tooth. Even Endeavor, built to replace Challenger is probably over 20 years old. It’s probably one of the most complicated and stressed machines humans have ever built. That doesn’t last forever..

    Why we didn’t build new shuttles and incorporate upgrades in technology I wouldn’t try to guess. That makes no sense to me either.

    17th STREET IMPROVEMENTS

    Date: July 20, 2009

    Grove to Hillside work begins July 27

    Reconstruction of 17th Street from Grove to Hillside will begin Monday, July 27. The $3.4 million project will provide a protected left turns at Hillside, new traffic signals at Grove and, at Hillside, new storm sewer and sidewalks. The project is expected to be completed by Aug. 1, 2010.

    The construction schedule and traffic plan will be presented at a public meeting at 5:30 p.m. on Tuesday at Tabernacle Baptist Church, 1817 N. Volutsia.

    In the initial stages of the project, 17th Street traffic will be limited to one lane in each direction. Later, only one, eastbound lane will be open; westbound traffic will detour north on Hillside to 18th and south on Grove. Two-way traffic on 17th is scheduled to be restored no later than December 15. Access to businesses on 17th will be maintained during the entire project but left turns will be restricted.

    The final phase will begin about Feb. 15 and will include reconstruction of the 17th and Hillside intersection. Traffic will be limited to one lane in each direction on 17th and on Hillside. Left turns will be prohibited at 17th and Hillside during this phase.

    And isn’t this a little deceitful? Asking Congress to rush through expensive legislation, but refusing to provide them with the budget projections congress should be considering? Obama is withholding information (less open government?) until after the health insurance vote.

    Guess Obama is afraid the legislation cannot stand the light of day.

    both Republican and Democratic governors criticized the bill that many said could turn into another unfunded mandate from Congress. The issue dominated the afternoon discussion.

    “The governors are concerned about unfunded mandates, another situation where the Federal government says you must do X and you must pay for it. Well if they want to reform health care, they should figure out what the rules are and how they are going to pay for it,” Democratic Montana Gov.Brian Schweitzer told FOX News.

    “Instead what they are proposing is — they’re figuring out the rules and forcing the states to pay for it,” he said.

    A major worry for many governors is potential cost increases that would fall on states in order to expand Medicaid programs.

    “This huge expansion of Medicaid would be extremely expensive in my state. We anticipate that it would increase spending on Medicaid by 50
    percent, and that’s money we don’t have. And other states don’t have it either,” Gov. Haley Barbour, R-Miss., head of the Republican governors, said after the mid-day meeting.

    The new chairman of the National Governors Association, Vermont Democrat Jim Douglas said that while many governors want to re-vamp the health care system, they feel the bill’s current structure unfairly burdens the states at a time when their budgets are already stretched thin.

    “Our concern as governors is Congress not impose a cost that we can’t absorb at a time when our budgets are under tremendous stress,” Gov.
    Douglas told FOX News.

    No particlar reason but I like the story. Mitch McConnell rose in the Sentate last month to read the horrible wait times suffered by those in Ontario quoting supposedly from reliable statictics. Seems the town he metioned was the home town of the leader of the Conservative Party in the Canadian Senate Sen. Segal who sent a cordial letter to a “fellow senator” pointing out his home town has about 100,000 people, the seat of a very rural area in Eastern Ontario where the medical ammenities were not a plentiful as say, Toronto. He then tore into the wait times listed proving them wrong/bloated and noted that for stones surgery the time waits were interesting in that they are not removed by surgery but smashed by sound impulse then passed by the patient and he pointed out that the times noted for joint repacement included the therapy or weight loss time frames needed to be a good candidate. As a closer, he said that life span expectancy in Ontario is 80 years in Kentucky, 75. This is anecdotal I know and something called The Voice of the Oppostion a “real” Canadian conservative group has a different take on Sen Segal and his letter but I still like the incident.

    No we are operating under the 2009 Omnibus Budget.
    This budget was approved by both chambers of the 111th US Congress – and signed into law by Barack Obama.

    Each year there is an appropriations process to fund the federal government for the coming fiscal year, and then often a large omnibus bill is passed to fund the various government agencies that were not included in the regular appropriations process, for whatever reason (often political reasons). An Omnibus bill is also an oft used vehicle for Congressmen to add special earmarks for their own districts.

    Suspect, victim had past violence

    Yusef Samad pleaded with a judge in February to let him off probation early, saying he’d become a better father and learned not to take the mother of his children for granted.

    Samad, 31, returned to Sedgwick County District Court Wednesday to face charges that he killed that same woman and endangered one of their children.

    In the past two years, court records show, Samad has displayed a history of severe mental illnesses, which Mechelle Reed said fueled violence in their relationship.

    Reed was stabbed to death Sunday.

    Prosecutors charged Samad Wednesday with first-degree murder, aggravated burglary and two counts of violating a protective order.

    Reed had filed a protection from abuse order in May, just months after she’d refused to testify against Samad for making threats against her. They had two children together and she had a third child.

    Robber forces pair to take him to QT

    Two people were robbed and then forced to drive their assailant to a QuikTrip to exchange coins for cash in an incident that took place early Wednesday, according to police.

    Around 12:05 a.m., a man knocked on the door of the two victims, who live in an apartment complex at 8406 E. Harry, according to a police report.

    One of the victims, a 21-year-old man, opened the door and the suspect entered, asking for money and showing the 21-year-old and an 18-year-old woman a handgun tucked in his waistband.

    The man took some cash and change from the couple and then forced them to drive him to the QuikTrip at the corner of Harry and Webb, police spokesman Gordon Bassham said.

    The suspect exchanged the change for cash before forcing the couple to drive him back to the apartment complex. He then fled.

    Police described the suspect as a bald black man, 5-foot-10, 150 pounds, with a gold tooth. The man was about 38 years old and was wearing a blue-and-white plaid shirt and black pants.

    Police seek help solving beating death

    Wichita police are asking the public for help in the unsolved slaying of Craig Barns.

    Police found Barns, 27, slumped over in the 800 block of North Edgemoor around 1 a.m. on May 9, Lt. Ken Landwehr said Wednesday.

    Barns had been beaten. He died later that day at a local hospital from injuries sustained in the beating.

    A witness in the area said Barns was walking down the street when a small, dark blue or black Chevrolet pulled up next to him. The driver of the car got out and beat Barns before driving off, Landwehr said.

    Barns did not live in the area where he was found, Landwehr said, but a stolen black Acura that Barns had been seen driving in the previous month was found nearby.

    Landwehr said Barns was a known auto thief and may have been casing the area. It is unknown if the beating was related to any theft by Barns.

    This is the fourth unsolved homicide of 2009.

    It was a slow Friday night, and dispatcher Elora Randleas was monitoring the Wichita Police Department’s east side officers. A 911 “call-taker” answered a call at 10 p.m. involving a disturbance with a tire iron outside an apartment complex near Harry and Rock Road.

    It took 37 seconds for the call-taker to forward the call to Randleas through the 911 computer system. It took 42 seconds for Randleas to dispatch the call to Officer Erik Guzman, who was assigned to beat 33 in the city’s Planeview neighborhood. An officer patrolling the adjoining beat 36 also was dispatched.

    It was a Priority 1 call — a disturbance with a weapon — that police deem “urgent.” Police say these calls should be dispatched in three minutes or less.

    Wichita police records show that response times last year varied from just over seven minutes in downtown Wichita to more than 15 minutes on the fringes of the city.

    Police figures show that the longest response times — about 33 minutes — occur on weekdays between 3 and 5 p.m. On weekends, response times are nearly that long between 10 p.m. and 2 a.m. Response times are shortest — about seven minutes — on any day between 5 and 7 a.m.

    …In some cities, he said, burglaries are such a low priority that officers don’t respond to them. In Wichita, a burglary is a Priority 2 call that must be dispatched within seven minutes of being received.

    Deputies: Murderer Shot SC Officer

    Authorities: Kidnapper Convicted Of Killing Tenn. Man

    GAFFNEY, S.C. — Police have released the identity of a man accused of kidnapping and shooting a Cherokee County deputy.

    Sheriff Bill Blanton told FOX Carolina that 52-year-old Jerry Douglas Case, of Gastonia, N.C., is the man accused in the shooting.

    Before his name was released, Blanton told FOX Carolina that Case had a lengthy criminal history, had previously been convicted of murder and had, at one point, been sentenced to death.

    “There is no explanation for how someone with Mr. Case’s criminal history should ever be out of prison,” Seventh Circuit Solicitor Trey Gowdy told FOX Carolina.

    “He was convicted of murder in 1992 and he’s out of jail — that’s outrageous,” Gowdy said.

    Case is currently paroled under a scholastic and vocational parole program designed to help inmates acclimatize to society, despite his previous sentences.

    Blanton spoke with FOX Carolina and explained that Case has a grisly record that includes a previous kidnapping conviction.

    According to the Gaston Gazette, Case received the death sentence on March 29, 1986, for the stabbing death of Knoxville, Tenn., cab driver Franklin D. Gorlay.

    The paper reported that case pleaded guilty to first-degree murder so his girlfriend and accomplice, Telina Clontz, would receive a lighter punishment. A new trial was ordered in November 1991 and the state Supreme Court eventually ruled in 1992 that Case could not barter his life, according to the Gaston Gazette.

    Eventually, Case received a life sentence in August 1992 for second-degree murder, the paper reported.

    2009 omnibus bill introduced; first votes to occur this week

    House Appropriations Chairman Dave Obey, D-Wis., today introduced a $410 billion omnibus spending bill to fund most federal agencies through the remainder of this fiscal year, which is nearly half over.

    The bill would give large plus-ups to numerous agencies, halt all public-private job competitions, end the IRS’ use of private debt collectors to collect back taxes, and beef up staffs at many regulatory agencies.

    Debate is expected to begin Wednesday in the House. All departments except Defense, Homeland Security and Veterans Affairs have been operating since October(2008) under a continuing resolution (CR) that held funding to 2008 levels. The CR expires March 6. (Parenthesis mine)

    Among the agencies slated for big increases in the bill, HR 1105: the Census Bureau, FBI, food safety agencies, Social Security Administration and the Energy Department.

    The Census Bureau would receive $3.1 billion under the omnibus, $1.9 billion above 2008 funding, to prepare for the 2010 census.

    The FBI would receive $7.1 billion, which is $715 million above 2008. That includes $3.8 billion for national security, including hiring 280 new agents and 271 new intelligence analysts.

    The Food and Drug Administration would get $2 billion, $335 million above 2008. The Food Safety and Inspection Service would get $972 million, $41 million above 2008.

    The Social Security Administration would get $10.5 billion, $709 million above 2008, to speed up claims processing and reduce the backlog of disability claims.

    The Energy Department would receive $27 billion, $2.7 billion more than 2008, to build on efforts in the recently signed economic stimulus package to improve clean energy production. It includes $140 million for research into creating more energy-efficient buildings.

    Federal building projects will also receive an infusion of cash, with $8.4 billion allocated for the General Services Administration’s Federal Buildings Fund. Funding includes $746 million for new construction and $692 million for building repairs.

    Among other agencies slated for increases:

    • Drug Enforcement Administration: $1.9 billion, an $84 million increase above 2008.

    • Environmental Protection Agency: $7.9 billion, $174 million increase.

    • Indian Health Service, $3.6 billion, $235 million increase.

    • NASA: $17.8 billion, $385 million increase.

    • National Institutes of Health, $30.3 billion for disease research, $938 million increase.

    • National Science Foundation: $6.5 billion, $363 million increase.

    The bill significantly cuts funding for the Millennium Challenge Corporation, a government program aimed at improving life in the world’s poorest countries. The program would receive $875 million, $669 million below 2008 levels, due to slow program implementation.

    The Omnibus bill was a House Resolution -Omnibus Bill – that continues the Continuing Resolution(CR) from Bush’s fiscal year 2009 Budget…

    Noswk, if y’all want to snark on simple facts, then there is no use of even pretending to have any discussion…

    Probably not much use of that, since the Fiscal Year 2010 Budget is about ready to be presented…

    Service dogs for the injured vets! What a great idea. Inexpensive and very effective. And they will supply more support for the vets than the above poster.
