Baxter mixed up Bird Flu with Human Flue, and now we have a Swine Flu epidemic (maybe soon a pandemic), though it’s strange that no pigs have been found to be infected with this strain of the flue, that is being called a Swine Flu.

`(A) so hinders the execution of the laws of a State or possession, as applicable, and of the United States within that State or possession, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State or possession are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or
`(B) opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.

`(b) Covered Supplies, Services, and Equipment- The supplies, services, and equipment provided under this section may include food, water, utilities, bedding, transportation, tentage, search and rescue, medical care, minor repairs, the removal of debris, and other assistance necessary for the immediate preservation of life and property.
`(c) Limitations- (1) Supplies, services, and equipment may be provided under this section–
`(A) only to the extent that the constituted authorities of the State or possession concerned are unable to provide such supplies, services, and equipment, as the case may be; and
`(B) only until such authorities, or other departments or agencies of the United States charged with the provision of such supplies, services, and equipment, are able to provide such supplies, services, and equipment.
`(2) The Secretary may provide supplies, services, and equipment under this section only to the extent that the Secretary determines that doing so will not interfere with military preparedness or ongoing military operations or functions.
`(d) Inapplicability of Certain Authorities- The provision of supplies, services, or equipment under this section shall not be subject to the provisions of section 403(c) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170b(c)).’.
(2) CLERICAL AMENDMENT- The table of sections at the beginning of such chapter is amended by adding at the end the following new item:
`2567. Supplies, services, and equipment: provision in major public emergencies’.
(c) Conforming Amendment- Section 12304(c)(1) of such title is amended by striking `No unit’ and all that follows through `subsection (b),’ and inserting `Except to perform any of the functions authorized by chapter 15 or section 12406 of this title or by subsection (b), no unit or member of a reserve component may be ordered to active duty under this section’.

Six Things Every Kansan Should Know About Swine Flu

By now you are probably aware that an outbreak of swine flu has occurred in Mexico, with a few cases now being reported in the United States. You may be alarmed by what you have heard, or you may be wondering why public health authorities are so concerned.
Many of you are asking good questions about swine flu. At this early stage in the outbreak, some questions don’t yet have reliable answers. As each day passes we are learning more, and we are becoming more certain about the advice we give.
As of today, here is what we know:
1. This is a new virus, never before recognized in the United States or anywhere in the world. The new virus contains genetic pieces from flu viruses that infect pigs, birds and humans. It appears able to spread among humans like the familiar human flu viruses that circulate in our communities every winter. Because this virus is new, we believe that no one has natural immunity against it. Immunization with the seasonal flu vaccine is not likely to offer protection.
2. Disease caused by the swine flu virus appears to be mild so far. Among the confirmed cases in the United States, only one has required hospitalization. All have recovered, or are now showing signs of recovery. The ability of the virus to cause serious disease may change over time, or it may infect people who are less able to resist it effectively. There are reports of deaths associated with swine flu infections in Mexico.
3. The disease is present in Kansas. As of today, we are aware of two cases of swine flu in our state. One case followed a trip to Mexico. The other resulted from household contact with the returning traveler. State and local public health staff are currently working hard to identify additional cases and provide supporting laboratory work to characterize the extent of the outbreak in Kansas.
4. Swine flu is treatable. While the new virus is resistant to certain anti-viral medications, at the moment it remains sensitive to others. To be maximally effective in shortening the length and severity of illness, these medications should be prescribed by a physician early in the course of infection. As always, rest at home and drinking ample fluids is also essential for a complete recovery.
5. Swine flu is preventable. While there is no vaccine that specifically protects against the new virus, everyday steps that prevent the spread of germs are very effective in reducing the risk of catching this disease. These include washing your hands thoroughly and often with soap and warm water or alcohol-based hand sanitizers, staying at least six feet away from people who are coughing and sneezing, and maintaining a healthy lifestyle with a balanced diet and plenty of rest and exercise. Those who develop flu symptoms must stay home and avoid contact with other people as much as possible for a period of seven days from the onset of illness.
6. We can beat this. Your state and local public health professionals, together with Kansas health care providers, have been preparing and training for the arrival of a new flu virus in our communities for years. Working with colleagues at the federal Centers for Disease Control and Prevention, we will monitor the activity of this new infectious agent and take all the necessary steps to curtail its spread. Your role in this is critical: to remain informed, to consult your health care provider if you become ill, and to follow the advice you receive on ways to protect your community. We will continue to update the KDHE web site (www.kdheks.gov) and encourage you to use it as a resource for swine flu information. Thank you all for your interest and support.

It would be more logical to call the virus “North American influenza”, a name based on its geographic origin like the Spanish influenza, a human flu pandemic with animal origin that killed more than 50 million people in 1918-1919.
“The virus has not been isolated in animals to date. Therefore it is not justified to name this disease swine influenza,” the Paris-based World Organisation for Animal Health, also known as the OIE, said in a statement.

Must really be getting excited on Fox News. Otherwise you guys wouldn’t even know it existed.
I’ve read scientists have traced the origin of the current swine flue virus to a corporate factory pig farm in Mexico.
Nothing particularly wrong with corporate pig farming, perhaps. But it gives a lot of pig poop for the flies that spread the disease….
That’s not enough to get me to swear off barbecued ribs, but it’s something to consider when the issue of corporate mega-farms arises.
Apparently, later generations of the current Swine Flu Virus are weaker. Viruses (Viri?) evolve. Sometimes they get more deadly, as with HIV. Sometimes their survival works best for them if they’re not as virulent. Ebola is an example of this; its victims die too soon for it to spread. And there are plenty of cases of Ebola “Light” that have developed in Africa.
It’s interesting this particular virus seems to kill relatively healthy people: not the very young or the very old vs. hale and hearty adults between 20 and 50. Even though there’s no vaccine against this particular strain of pig/bird/people flu, they’re precisely the ones who have been vaccinated over the years and tend to be most resistant to the new virus.
And I said all that to say this –

Because of a disease-aware infrastructure we already know the nature of the beast, have come up with simple individual recommendations (wash your hands) that can mitigate contagion, and have the resources to send Tamiflu anti-viral medication to the Governor of Texas who, just before last week entertained the concept of secession because “…the federal government doesn’t offer us anything.”

Don’t think so! I think they quit producing it a few years ago. Almost all the taxis in Acapulco are VWs.
Mexican Taxis are one of my favorite things about Mexico. In one city, they are all three-wheeled jittneys; in Matzalan they are open-aired VWs (I think). The most common overall is the Nissan Sentra. In most towns, you can pay extra to ride in a Ford Crown Vicky. You can get a half million miles on a Nissa Sentra easy. Half the time, the doors don’t work. The driver lets you out from the outside. Some are “combis” which run regular routes, and you end up with a nice Mexican lady sitting in your lap. More often, she’s not so nice.

Baxter: Product contained live bird flu virus

The company that released contaminated flu virus material from a plant in Austria confirmed Friday that the experimental product contained live H5N1 avian flu viruses.
And an official of the World Health Organization’s European operation said the body is closely monitoring the investigation into the events that took place at Baxter International’s research facility in Orth-Donau, Austria.
“At this juncture we are confident in saying that public health and occupational risk is minimal at present,” medical officer Roberta Andraghetti said from Copenhagen, Denmark.
“But what remains unanswered are the circumstances surrounding the incident in the Baxter facility in Orth-Donau.”
The contaminated product, a mix of H3N2 seasonal flu viruses and unlabelled H5N1 viruses, was supplied to an Austrian research company. The Austrian firm, Avir Green Hills Biotechnology, then sent portions of it to sub-contractors in the Czech Republic, Slovenia and Germany.
The contamination incident, which is being investigated by the four European countries, came to light when the subcontractor in the Czech Republic inoculated ferrets with the product and they died. Ferrets shouldn’t die from exposure to human H3N2 flu viruses.
Public health authorities concerned about what has been described as a “serious error” on Baxter’s part have assumed the death of the ferrets meant the H5N1 virus in the product was live. But the company, Baxter International Inc., has been parsimonious about the amount of information it has released about the event.
On Friday, the company’s director of global bioscience communications confirmed what scientists have suspected.
“It was live,” Christopher Bona said in an email.
The contaminated product, which Baxter calls “experimental virus material,” was made at the Orth-Donau research facility. Baxter makes its flu vaccine — including a human H5N1 vaccine for which a licence is expected shortly — at a facility in the Czech Republic.
People familiar with biosecurity rules are dismayed by evidence that human H3N2 and avian H5N1 viruses somehow co-mingled in the Orth-Donau facility. That is a dangerous practice that should not be allowed to happen, a number of experts insisted.
Accidental release of a mixture of live H5N1 and H3N2 viruses could have resulted in dire consequences.
While H5N1 doesn’t easily infect people, H3N2 viruses do. If someone exposed to a mixture of the two had been simultaneously infected with both strains, he or she could have served as an incubator for a hybrid virus able to transmit easily to and among people.
That mixing process, called reassortment, is one of two ways pandemic viruses are created.
There is no suggestion that happened because of this accident, however.
“We have no evidence of any reassortment, that any reassortment may have occurred,” said Andraghetti.
“And we have no evidence of any increased transmissibility of the viruses that were involved in the experiment with the ferrets in the Czech Republic.”
Baxter hasn’t shed much light — at least not publicly — on how the accident happened. Earlier this week Bona called the mistake the result of a combination of “just the process itself, (and) technical and human error in this procedure.”
He said he couldn’t reveal more information because it would give away proprietary information about Baxter’s production process.
Andraghetti said Friday the four investigating governments are co-operating closely with the WHO and the European Centre for Disease Control in Stockholm, Sweden.
“We are in very close contact with Austrian authorities to understand what the circumstances of the incident in their laboratory were,” she said.
“And the reason for us wishing to know what has happened is to prevent similar events in the future and to share lessons that can be learned from this event with others to prevent similar events. … This is very important.”
