Budget raid costing USD 259 about $119,000

The Wichita school district is losing about $119,000 in state funding for driver’s education training this school year, because of a little-known state budget raid during the past legislative session. A percentage of driver’s license fees goes to a safety fund that helps pay for driver’s education programs. But the current state budget approved by lawmakers and Gov. Kathleen Sebelius swiped $1.7 million from that fund to pay for general government services. As a result, school districts are now receiving a $38-per-student reimbursement for driver’s education, rather than the previous level of $108. Wichita expects to teach about 1,700 students this school year, which means a loss of about $119,000. To make matters worse, school districts weren’t told at the time about the cut. Linda Jones, USD 259’s chief financial officer, said she didn’t learn about the cut until last month.

    Our district already required a massive amount for driver’s ed, thus my kid didn’t get driver’s ed.

    And she’s now on the open road, folks.

    You anti-tax freaks like Peterjohn need to realize that sure you can take a tax cut, but you’re going to pay for it dearly somewhere else.

    In Garden City there is a $100 fee for Driver’s Ed. At least that is what is was last year when I checked. Probably more now. In our high school you can get credit for a weight lifting class. I laughed out loud when one of the teachers told me there is a “Walking” class. They said it is for lazy kids. I guess classes like this is why Garden City needs a new high school.

    WTF? Even a first year economics class would tell ya that you cant decrease income, increase spending, and still survive, much less thrive.

    Now? Heh. She’s likely going to have to stay here and face the mess she made with her republican legislative enablers. They never met a business tax they didnt want to cut. They never met a Peter they didnt love to rob to pay Paul.

    And they never met a voter with enough sense to come in out of the rain.

    Do kansans just ENJOY being lied to about their state budget? Is THAT why we keep electing the least competent fiscal managers in the state and sending them to Topeka?

    Hell, maybe there is a career on Wall Street for these lying liars who couldnt balance a checkbook for a ten dollar savings account.

    Kansas voters? You chose ‘em. Now you gotta live with them.

    To me, the larger issue in this is whether driver’s education should be taught in the schools at all. If so, then the next question is whether the students and their families should pay the total costs of the program, or should the state fund it, in whole or in part.

    My personal opinion is that driver’s ed should be a summer only program, with the students and families picking up the entire tab.

    Understand your position. What about making it a requirement to obtain a license passing either driver’s ed or a private driving school course? Something more than getting a learner’s permit and being instructed by parents, e.g. to get the license.

    Considering that Wichita, a city of about 400,000, has only two small private driving schools and most towns in Kansas have none at all, it seems a bit impractical to require them to be responsible for teaching the hordes of teenagers for whom that laminated card with their photo represents a ticket to freedom. Driving is a basic skill in our society, just as much as math, sex and reading. Given how their parents drive, this is a subject better taught in school- to all of ‘em!

    In our rural area, drivers ed is about two weeks long. Don’t really know how much it cost. But nearly all the kids know how to drive already. In fact, I would consider it a parental failure if they went into drivers ed not knowing how to drive. After a week of textbook, they load them in a car and away they go! Not knowing how to drive already could get them, and others, killed.
    Used to be that kids could get insurance breaks for taking Drivers Ed and for getting good grades. Not wanting to discriminate against underachievers, they dropped both programs, I believe. THey might have reinstaed them. My youngest is 24.

    That particular Abstinence Only program seems to be primarily a Green Party issue (with occasional help from Exxon-Mobil) and is fairly impractical in a state the size of Kansas. That’s probably why the Greens didn’t get all that many votes this election.

    But I don’t think so. That was not MY drivers ed experience. That was more than 20 years ago.

    But the other day? I saw one of the high school drivers ed cars on my street. There WAS an adult riding shotgun. The young girl at the wheel was doing a driveway turn around. I gave her a thumbs up as I passed by. I bet that made her day.

    Driving really IS a fundamental life skill in the world we have made.

    I CAN SAY FOR SURE!It was my driver’s ed experience in the 1970s.s was my kids esxperience in the 90’s, and is the experience of the kids in my neck of the woods now.

    The cars here go out with an instructor who has passenger seat brakes. At least they had the brakes when I was in drivers ed. I KNOW they still have the instructor because I saw one the other day. Presumably, in your “rural area” most of the kids would be farm kids who would have already had behind the wheel experience on the farm.

    I think driver’s ed should be on a wage based sliding scale, since there’s an ins. discount for having taken the course, I believe.

    Davos, driver’s ed is an elective in 259, funded in part by the student and family (at least when offered in the Summer, and, I suspect, when offered during the academic year). There was a big debate a few years ago when the BOE raised the “price”, which is an option I feel will again need to be explored.

    As to why no one heard about it before now, seems to me that someone within 259 wasn’t following the legislative session closely (IMO).

    Looks like I need to lighten up a bit on the 259 folks. The link in the header is to an article from the Lawrence paper and they had the same experience up there. Seems Lawrence now charges $120 for driver’s ed, and are contemplating increasing the fee by $70 to cover.

    Went to the 259 website, and ascertained that the total fee plus permit plus textbook rental and workbook for driver’s ed is $119.47, if the class is taken during the academic year, with reduced amounts charged for those students on the “Free and Reduced Lunch” program.

    Most insurance companies offer a discount for young drivers who’ve passed Driver’s Ed. If business thinks it’s worthwhile there must be a benefit.
