West Wichita subdivisions urged to take extreme caution

Continued heavy rainfall in west Wichita has created the possibility of residential flooding that could equal or exceed flood levels of the Halloween Flood of 1998.

The City of Wichita Fire Department and Sedgwick County Emergency Management have begun alerting residents in west Wichita subdivisions about the possible flooding dangers.

Those subdivisions, located in the Cowskin Creek Basin, include the Dell, Hidden Lakes, Rainbow Lakes, Breezy Point and the area around Lynndale and 119th Streets.

Heavy rains over the past 24 hours have created the need for extreme caution and alertness, according to Chris Carrier, City of Wichita Public Works Director.

“We’ve had eight inches of rain in parts of the Cowskin Creek basin in one day,” Carrier said. “By comparison, the Halloween flood of 1998 was caused by eight inches of rain in two days.”

The intense rain has caused Dry Creek to climb to within one foot of flood levels that would divert water into Wichita, one of the key contributors to the 1998 flood, he said.

Depending on individual circumstances, residents should consider actions from evacuation to protection of property, Carrier said.</description>

A limited number of sandbags are being made available to the public Friday, Sept. 12, by the public works departments of the City of Wichita and Sedgwick County.

Ten trucks loaded with sand and empty sandbags have been dispatched by the City of Wichita to selected locations. Citizens will be allowed to load bags and take them to their property for flood control use. A limited number of pre-filled bags will be available.

Additionally, filled sand bags will also be available at the Sedgwick County Public Works West Yard at 47th Street South and West Street. Supplies are limited and are available on a first come, first served basis.

Locations of the 10 City of Wichita trucks include:

* Firefly Street south of 13th Street
* Lost Creek east of 119th Street
* Jayson Lane west of 119th Street

With a wary eye on the forecast, the City of Wichita Public Works Department and other emergency responders are making preparations for severe flooding that could result from heavy rains during the next several days.

The memory of the infamous 1998 Halloween Flood is still vivid in the minds of city workers and local residents who witnessed major damage in west Wichita when eight inches of rain fell over a three-day period. East Wichita is also vulnerable to flood damage in the Gypsum Creek basin.

“We don’t want to sound too alarmist,” cautioned Chris Carrier, Public Works Director, “but the possibility of as much as 12 inches of rain over the next several days is nothing to take lightly.”

City workers will be closely monitoring rainfall and stream depths as rainfall from Hurricane Ike and other weather fronts moves across south-central Kansas.

Flood control structures, pumps and other equipment have been inspected to ensure they are in the best possible condition to deal with a heavy rainfall.

“Even though a number of flood control improvements have been installed in recent years,” Carrier said, “residents should pay close attention to weather forecasts and be prepared to protect their property.”

One of the most important additions for the average citizen is the availability of flood monitoring data on the internet. Information includes current stream depths, along with historical data that indicates when stream flow is approaching hazardous levels for adjacent properties. The following links provide real-time data measurements of rainfall and stream flow.

* NWS Cowskin Flood Prediction
* National Weather Service Forecast Center for Wichita

Citizens are also advised to avoid flooded streets and to be alert for barricades that block off flooded areas.

The City, along with Sedgwick County Emergency Management, will continue to monitor approaching weather systems and will make every effort to keep citizens informed.

Meanwhile, citizens should consider taking some precautions now, especially those who live in flood prone areas, Carrier said.</description>

In a narrow interpretation of Ohio law, Democratic Secretary of State Jennifer Brunner says many of the McCain forms have not been completed properly. If the box stating the person is an eligible elector -- or qualified voter – is not checked, Brunner said, the application is no good.

		<description>Sol/Regular: About those imported oil mumbers, there is a factor not readily apparent. Canada will elect new members of Parlaiment in 5 weeks (their elective campaign is only 6 weeks long) where there is a strong undercurrent to have NAFTA revisited(they hate it)and vastly reduce the amount of energy (oil, hydro and gas) shipped south so as to conserve for their own needs. There are mostly FAVORABLE comments about Chavez in the Globe and Mail this morning with some bloggers saying they wish he was running in Canada!</description>
