THE STRANGE DEATH OF THE CAP-AND-TRADE MOVEMENT
For months, Democrats and the environmental lobby promoted last week’s Senate global-warming debate as a political watershed. It was going to be the historic turning point in U.S. climate change policy. In the event, their bill collapsed in a little more than three days.
Democrats failed to secure a majority, much less the 60 Senators necessary, for a procedural vote on Friday morning that would have allowed the real work of amending the bill to begin. By that point, Majority Leader Harry Reid had already made it plain that he wanted the bill off the floor as quickly as possible – despite calling climate change “the most critical issue of our time.” But not critical enough, apparently, even to let his Members vote on the merits, much less amendments.
The strange death of this year’s cap-and-trade movement was so unexpected that some are already predicting a shift in the politics of global warming. That’s premature. Still, the postmortem holds lessons for the next time this issue emerges.
Until last week, the Democratic M.O. on climate change was to lash the Bush Administration for its supposed inaction and then pass responsibility onto regulators and the courts. Proponents thought they had the whip hand. Yet this time they had to defend an actual piece of legislation – and once it was subjected to even preliminary scrutiny, the Democrats crumpled faster than you can say $4 gas.
Bad timing was the least of it. Republicans methodically dismantled the cost and complexity of “cap and trade,” which sounds harmless but would inflict collateral damage on the wider economy in lost GDP and higher prices up and down the energy chain. Conveniently, the Democrats would also bestow unto Congress (read: themselves) some $6.7 trillion in new tax revenues and carbon welfare handouts over the next four decades. Some of the most effective opponents – like freshman GOP Senator Bob Corker – support climate regulation but view the current scheme as frivolous, dishonest or both.
Their task was helped along by the incompetence of the Democrats, especially floor manager Barbara Boxer. Environmentalists deemed it blasphemy that anyone would oppose their grand ambitions, instead of trying to persuade. “I resent the Senator from Tennessee saying our bill is a slush fund,” Ms. Boxer said at one point, apparently serious.
After Mr. Corker called the bill “the mother of all earmarks” and “a huge unnecessary transference of wealth,” Ms. Boxer was reduced to arguing that it’s really “a huge tax cut for the American people” and “will not increase gas prices.” These are delusions, or worse. Cap and trade is designed to raise energy prices, which are supposed to spur the investments and behavior changes needed for a less carbon-intensive economy.
Such realities are beginning to seep into liberal precincts. After the bill bottomed out, no fewer than 10 Democrats from the Midwest and South – whose economies rely on coal-fired power or heavy industry and thus will be disproportionately affected – registered their displeasure with Mr. Reid and Ms. Boxer. Including Sherrod Brown (Ohio), Carl Levin (Michigan), Jay Rockefeller (West Virginia) and Jim Webb (Virginia), the Senators said they could not support cap and trade “in its current form” because it would cause “undue hardship on our states, key industrial sectors and consumers.”
Even Barack Obama and John McCain backed away from a bill they claim to favor. Mr. McCain said he opposed it because it didn’t do enough for nuclear power, while Mr. Obama blamed the failure on Republicans. But the word on Capitol Hill is that both Presidential candidates urged Mr. Reid to yank the bill, lest they get trapped into voting for higher energy prices.
Maybe a vast reordering of the American economy in the name of solving a speculative problem isn’t as popular as the greens believe. And perhaps President Bush’s approach to climate change – voluntary reductions and subsidies for alternative technology – will seem a lot more realistic once the partisan fevers of the moment have passed.
That’s not to say that cap and trade won’t return in a more politically potent form next year. The greens will regroup and try to do a better job of buying off their adversaries, especially businesses that could profit from carbon regulation. Nonetheless, this past week has shown that the more transparent any cap and trade debate is, the less chance this tax and spend idea will become law.

Perhaps Kansans should revise the gay marriage ban to address this problem. Something like:

I have a special request this morning. We have been working with the Messiah’s Branch Homeless Mission to gather the funds to erect a nice awning behind the mission. This would serve the purpose of providing some shelter in the rain or hot sun, and also provide a bit of privacy from prying eyes that call the police every time they see a homeless person.
The problem is this.. the City of Wichita has determined that the Homeless Mission is a “business” and is requiring a blueprint for the simple structure before they will issue a permit.
The Mission operates on a tight budget of donations, so paying for a blueprint in effect will take food out of the mouths of those who need it.
Does anyone know a contractor or structural engineer that would be willing to donate a small amount of time to provide a blueprint, or would do it for a small fee? If anyone can help, please contact me through the web site…. Thanks!!

New White House documents and testimony reportedly confirm dozens of White House contacts with convicted lobbyist Jack Abramoff.

WASHINGTON – Convicted superlobbyist Jack Abramoff influenced White House actions while his firm wooed administration officials over expensive meals and plied them with box tickets to sporting events, according to a House of Representatives committee report released Monday.
The House Committee on Oversight and Government Reform said Monday that it had received new White House documents and testimony that confirmed 80 White House contacts with Abramoff and uncovered 70 others despite White House assertions that Abramoff had vastly overblown his administration connections. Abramoff, who’s cooperating with federal prosecutors after pleading guilty in an expanding corruption investigation, previously reported that his former firm had more than 400 contacts with White House officials.
The House report obtained photos of Abramoff meeting President Bush on six occasions, including political receptions. Bush has said he doesn’t remember Abramoff, and the White House has refused to release the photos. The committee posted low-quality versions of them on its Web site Monday after receiving them from the White House.
“The new documents and testimony show that Mr. Abramoff had personal contact with President Bush, that high-level White House officials held Mr. Abramoff and his associates in high regard and solicited recommendations from Mr. Abramoff on policy matters,” the committee said.
The committee added, however, that it had “obtained no evidence” that Abramoff lobbied the president directly.
The report’s release comes as the criminal investigation into the lobbying scandal appears to be regaining momentum in court after a brief lull.
In April, former senior Justice Department official Robert Coughlin II acknowledged that he did favors for Abramoff’s clients while accepting free meals and tickets to sports games paid for by Abramoff’s former firm. Last week, a former congressional aide of former Rep. Ernest Istook, R-Okla., pleaded guilty to a federal conspiracy charge for accepting gifts in exchange for taking legislative action on behalf of Abramoff’s firm.
Committee members acknowledged they couldn’t determine whether White House officials had paid for their own meals, although they said they confirmed meetings took place. The committee also verified that some officials had even solicited tickets to sporting events from Abramoff’s firm.”

Chances are they probably aren’t working. And who can you thank for that … the government.
Researchers at Northeaster University estimate that summer 2008 will be “the worst in post-World War II history” for teen summer employment. Only about one third of American teenagers will have a summer job and the rates are even lower for low-income and minority teens.
So why is this? One of the main reasons is because of government mandated wage increases. Economic researchers show, yet again, that increasing the minimum wage destroys jobs for low-skilled workers and does nothing to fight “poverty.” For every 10% increase in the minimum wage, employment for high school dropouts and black teenagers falls by 8.5% … and in the past 11 months alone, the US government has increased the minimum wage by more than twice that amount.
But the government always knows best … right?

Or it could be that underemployed adults have taken the minimum wages jobs formerly done by younger people. Illegal immigration also plays a part in low paying jobs disappearing. The opportunities for younger workers are vanishing.

Iraqi Lawmakers Reveal New US Demands on Long-Term Deal
Iraqi lawmakers have released new details of Bush administration demands in talks over a long-term compact between Iraq and the United States. The negotiations are being held before the UN mandate authorizing the US occupation expires next month. According to the McClatchy Newspapers, Iraqi parliamentarians say the US has demanded control of at least fifty-eight military bases, as well as Iraqi airspace up to 30,000 feet. The fifty-eight US bases would nearly double the current total of around thirty bases. In what could be seen as a threat to Iran, the lawmakers also say the US has demanded rights that would effectively allow it to decide if another country is committing aggression against Iraq. The Bush administration does not consider its invasion and occupation an act of aggression against Iraq. But it’s repeatedly accused Iran of intervening in Iraq’s affairs. Iraqi lawmakers say they’ve rejected these proposals. The Independent of London reported last week US officials are leveraging tens of billions of dollars in seized Iraqi assets to push through its demands, which also include complete immunity for American soldiers and contractors. A leading lawmaker from the Islamic Supreme Council of Iraq called the US proposals “more abominable than the occupation.” The lawmaker, Jalal al-Din al-Saghir, said, “Now we are being asked to sign for our own occupation. That is why we have absolutely refused all that we have seen so far.”

Kucinich Introduces Articles of Impeachment Against President Bush
On Capitol Hill, Democratic Congressmember Dennis Kucinich has introduced thirty-five articles of impeachment against President Bush. On Monday, Kucinich took to the House floor to accuse President Bush of war crimes and deceiving the public in the run-up to the Iraq invasion.
Rep. Dennis Kucinich: “All of these actions by the President and his agents and subordinates exhibit a disregard for the truth and a recklessness with regard to national security, nuclear proliferation and a global role of the United States military that is not merely unacceptable, but is dangerous in a commander-in-chief.”
Kucinich introduced a similar resolution against Vice President Dick Cheney last year. The measures have come in defiance of Democratic Party leadership, which has declared impeachment “off the table.”

Obama Calls for Oil Windfall Tax
On the campaign trail, Democratic Senator Barack Obama kicked off his presidential campaign Monday as the presumptive Democratic nominee with a call for a new tax on windfall oil profits. Obama addressed supporters in Raleigh, North Carolina.
Senator Barack Obama: “I’ll shut down the corporate loopholes and tax havens, and I’ll use the money to help pay for a middle-class tax cut that will proved $1,000 of relief—$1,000 of relief—to 95 percent of workers and their families. I’ll make oil companies like Exxon pay a tax on their windfall profits, and we’ll use the money to help families pay for their skyrocketing energy costs and other bills.”
Obama’s pledge came as the price for gas reached a record-high $4 a gallon.

And if this goes through, we will be lucky if gas only goes to $7.00 per gallon.
How about a tax on the real cause of the gas prices? Tax the shit out of the stock trades for commodities.
Or how about we get control of the dollar? Instead of throwing freshly printed money to the banks and Wall Street, why don’t we get some of that currency out of circulation?
Until the dollar shows some sign of recovering value against the yen and euro, tain’t nothing going to lower the cost of oil/gasoline.
And to strengthen the dollar, interest rates will have to be raised and deficit spending will have to be reined in.
Both options are going to be painful and require sacrifice from the American people.
In other words, we are going to have to bite the bullet instead of “going shopping.”

I do.
Big Oil was making obscene profits — measured as a percentage of retail prices (back in 2001 (when Shrub/Cheney took office) on $1.45-per-gallon gasoline.
But as the retail price goes up, the percentage formula for profits grows in dollars-and-cents.
If you build a 10% profit into the formula at $1.00 per unit and make money at 10-cents-per-unit, there’s no incentive to hold down retail prices when you collect 40-cents-per-unit on a $4.00 selling price.
Give Exxon-Mobil its profit based on 2001 prices.

Monkey do you actually know much about economics and the difference between gross and net profit?
I’m not saying they aren’t making money I am saying that in most companies a normal overhead is in the 14%-19% range. But when we start talking windfall profits that won’t figure in. We will have to look at the exploration costs, the drilling?? costs, the recovery costs, the refining costs, the delivery costs, etc… Once these are removed from the profit picture then we have the net profit and it is below 10% currently. Do we go after all companies making over 8.5% net profits. Why just the oil companies? Where do we draw the line? Who will determine this? An inept senate and house who can’t even manage their own restaurant? We had better look elsewhere for that money.

The example I cited still applies. Big Oil was highly profitable getting a (and the figure I chose was hypothetical) 10% profit on $1 per unit. With the price now $4 per unit, the companies which were doing fine — marketing, refining, drilling, etc — now collect 40-cents per unit instead of a dime per unit. It doesn’t cost any more to drill, market, refine that unit and there’s 30-cents more profit built into the formula. Why would Big Oil want to lower the retail price.
First Quarter this year Exxon-Mobil hauled in $10 Billion in profits. Shell grabbed $9 Billion. BP took $7.6 Billion and ConocoPhillips made of with $4 Billion. And that was based on $3.00 a gallon gasoline.
Luckily for those poor starving oil companies that saps such as “SolDevVb” and “okobserver” and “Nathaniel” have their backs and support spending their tax dollars for more government subsidies to Big Oil.
So what do we do about oil which is not from the “big oil” companies?
Will we punish Saudi Arabia for the profits they are making?
How exactly do the Democrats propose to do that?
What will the market look like when we are punishing our own domestic companies in a world market?

Wiley Rein is widely considered a powerful lobbying firm in Washington, D.C with the typical firm partner earning approximately $4.5 million a year. Slattery has also represented steel, energy and insurance companies while working for the lobbying firm.
The lobbying firm changed it’s name to Wiley Rein, LLP after senior partner Fred Fielding left to become Chief Counsel to President Bush, following the departure of former Chief Counsel Harriet Miers. Prior to leaving Wiley Rein, Fielding was heavily involved with aiding the Bush administration in developing policy and was a key figure in the confirmation of Donald Rumsfield as Defense Secretary. Upon becoming Chief Counsel to the President, Fielding has filled White House legal offices with numerous other lawyers from Wiley Rein.
In addition to Fred Fielding, the firm also employs other controversial political figures such as current FCC Chair, Kevin Martin. Care to explain that one? If you are trying to say that economic stimulus that results from lower taxes does not increase revenue you would be wrong. Look at how tax revenue increased after Reagan cut taxes. Look how revenue increased following the Bush tax cut.
The problem was during both of those time frames we did not cut spending we increased it dramatically.

The example I cited still applies. Big Oil was highly profitable getting a (and the figure I chose was hypothetical) 10% profit on $1 per unit. With the price now $4 per unit, the companies which were doing fine — marketing, refining, drilling, etc — now collect 40-cents per unit instead of a dime per unit. It doesn’t cost any more to drill, market, refine that unit and there’s 30-cents more profit built into the formula. Why would Big Oil want to lower the retail price.

Forbidding the Poor from Choosing Good Schools
Congressional Democrats, in a foretaste of their likely education agenda for 2009, have signaled to poor families in the District of Columbia that their school choice vouchers aren’t going to be renewed this fall. The news comes as a bitter blow to nearly 2,000 such families in the District, where Congress instituted a pilot school voucher program using federal funds in 2004. District of Columbia Delegate Eleanor Holmes Norton (D), who supports axing the program, says she met with families receiving the choice funds and “they look completely befuddled.” It’s no wonder why. The average yearly income for the families that participate in the program is just $22,736. Children enrolled in the program can use their vouchers, or scholarships, to attend a private school, a religious school, or one of the city’s charter schools, as an alternative to the public system.
One affected mother, Patricia Williams, credited the program with changing her son Fransoir’s life. At the District’s Sacred Heart Catholic School, she said, Fransoir has “been developed in so many ways, intellectually, emotionally and in his values. I couldn’t ask for anything better.” Soon, thanks to Congressional Democrats and their singular devotion to just one form of education, Mrs. Williams and others in the District will lose their choice to ask.

Moments later, former Colorado Governor Richard D. Lamm stood up and gave a stunning speech on how to destroy America
The audience sat spellbound as he described eight methods for the destruction of the United States . He said, “If you believe that America is too smug, too self-satisfied, too rich, then let’s destroy America It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall and that ‘An autopsy of history would show that all great nations commit suicide.’”
“Here is how they do it,” Lamm said:
“First, to destroy America , turn America into a bilingual or multi-lingual and bicultural country. History shows that no nation can survive the tension, conflict, and antagonism of two or more competing languages and cultures. “My fifth point for destroying America would be to get big foundations and business to give these efforts lots of money. I would invest in ethnic identity, and I would establish the cult of ‘Victimology.’ I would get all minorities to think that their lack of success was the fault of the majority. I would start a grievance industry blaming all minority failure on the majority placation.”

When one company owns 14 radio stations in the same market (which happened at one time here), if opposing views are heard on any one of them, that’s good enough for me.

mrcontroversy, even I get it ‘up to here’ with talk radio sometimes. I even switch to NPR or try and find a liberal talk show for diversion. I’m not usually successful in finding anything, but if so my life becomes endangered as I can’t stay awake to drive.
Those companies make their revenues from advertisers, and advertisers buy time on ‘popular’ programs. For the government to dictate how much time must me given to ‘opposing’ views could put them off the air. Besides as simply mindless and boring as the liberal talk shows have been to mandate their equal time would hurt the liberal agenda even more.

My biggest complaint, MrC, is when the Right Wing Talk Radio folks put Candidates on their shows, that go nation wide, and give those Candidates FREE air time…. But they never give the opposition FREE air time, by having them on their shows…
To me, it seems like the Candidates who get such nationwide FREE air time for basically campaign advertising, ought to be forced to report such FREE air time as a campaign contribution, at the “going rate” of campaign advertising… That might hold them down, due to the cap on donations… I would feel better if that was done…
Not exactly the fairness doctrine, but at least SOME control… especially during political campaigns…

Also, Dr. Allegre has done precision work on atmospheric gases and is considered ‘the’ expert on them as he did the foundation study that is still today’s standard.
So cosmos, are you saying you are more qualified that Dr. Allegre in talking about climate? I would say that Dr. Allegre has forgotten more than you ever knew cosmos.
Of course, we all know that cosmos likes to discredit internationally known and recognized scientists like Dr. Allegre.
Where is cosmos PhD and his international recognition? How many awards have you won in atmospheric science cosmos? Care to match your awards with Dr. Allegre’s?
