		<description>I was curious. How is Governor Sebelius signing all these Bills in to effect if the Kansas Legislature is out on Adjournment? The Governor cannot sign anything Legislative into Law while the Legislatures are out of Session, to include Adjournment. we as citizens dont have Representation on these issues while they are out of session/adjourned. Machine Guns, Shotguns, Silencers and Cessena. "Legislation without Representation"!!!!!!!!! They have been out of session on adjournment since April 7th, not too return until April 30th 2008. The N.S.A. refuses to except the Kansas-Partnership Program, that has been in place for years. Their Chief councel is at 1-304-616-4590. He advises, "All citizens should arm themselves with service, machine guns etc:.. to deal with disputes with oneanother". The current way works. It is the only way Police Departments and Sheriffs departments get "Service" type equipment , too include, UZI's, Machine Guns etc:.. This equipment is for "SERVICE USE ONLY"!!! We, the general public do not need, "Service Assault Type Equipment"  Why do we need AK47s to shoot rabbits??? Chief Councel Gary at the N.S.A., National Service Administration, is a dumba$$!!!! 		<description>I believe the rate of incarceration fluctuates with the size of those disenfranchisd in the society being discussed. In homogenious European societies, a more social understanding of what causes crime in the first place, namely poverty and being disenfranchised, is more evident in their legal system. Drug addiction is viewed primarily as a health concern hence treatment rather that jail time is the norm. In the newer countries, like the US, having a polyglot of ethnics and minorities, the ability to really "belong" is less evident. In Canada, Australia and New Zealand the native peoples reflect an unacceptable rate of convictions, as do blacks and Latinos here. In recent years the rate of crime and drug related issues exploded within the Jamacain and Hatian communities of the UK and Canada, but sentencing is Eurocentric reflecting a lower incarceration rate. However you look at it, those societies with a well developed social concience and better distribution of the net wealth have fewer crimes. Those indicators are also present in their standards of living, education, and health care. The matter of judges/prosecutors elected or appointed is another matter entirely.</description>

Since they are fizzling on the economic front, and apparently have no control anyway - can anyone post what the 110th Congress has been successful at?
