John McCain made a welcome post-Katrina promise to New Orleans and all Americans Thursday, declaring, “Never again, never again, will a disaster of this nature be handled in the disgraceful way it was handled.” He also said that if he’d been president when the hurricane hit, “I would’ve landed my airplane at the nearest Air Force base and come over personally.” His harsh assessment of “the perfect storm” of mismanagement at all levels of government was apt. But for the next president, the real test will be the next real storm.

McCain apparently hasn’t heard: the disgraceful response was the fault of the democratic mayor of New Orleans and the democratic LA governor. He needs to keep up!

Disaster Planning is one of my specialties as a Safety trained person.
I can tell you although the response from government at all levels was poorly handled, the planning and design of New Orleans response plan was disgraceful.
Anyone wanting to debate this is more than welcome. I do have an advantage, I’ve been trained and educated to make such evaluations.

NO President will ever have the authority to order state and local officials to do THEIR jobs. The locals did a horrible job, in New Orleans.
FEMA teaches local officials, in their own training classes, not to even expect Federal help until several days after a disaster hits.
New Orleans during Katrina just shows what damage Socialism does, when an entire population of people have horrible local leadership and depend far too much on the government.

We need a National Center for Disaster Response, Preparation and Training, using the budgets and resources we already commit to Homeland Security.
And the best location is New Orleans. Start by relocating all the Bush political appointees. Move them by the hundreds; it would help improve home values, the quality of public education and pump millions into the local economy.
Involve Tulane, UNO, Xavier and the LSU system. Bring in experts from around the nation for teaching, research and training.
