NO President will ever have the authority to order state and local officials to do THEIR jobs. The locals did a horrible job, in New Orleans.

FEMA teaches local officials, in their own training classes, not to even expect Federal help until several days after a disaster hits.

New Orleans during Katrina just shows what damage Socialism does, when an entire population of people have horrible local leadership and depend far too much on the government.</description>
