Dog ordinance needs rewrite

hankpriceIt’s good that the city of Wichita plans to change its new ordinance requiring a license if you breed dogs. The stated aim of the ordinance is worthy — reduce the number of puppy mills and pit bulls. But the wording is so vague that it can apply to anyone whose dog has puppies. Members of the Wichita Kennel Club also complained that they didn’t know anything about the ordinance until it went into effect in December — which is probably why the ordinance has problems. And did you bloggers see whose picture was included on Tuesday’s front-page story about the ordinance? Fellow blogger Hank Price.

    I find the growing influence of Mr. Price on the editors disquieting.

    Is he to be made an honorary editor next? Or, is he already operating in that capacity? It would explain much.

    The credibility of you editors and this blog is greatly diminished.

    I was actually way down on the list as a choice for the picture!

    We have a lot of people in the Wichita Kennel Club that worked last year to try and come up with a good effective vicious dog ordinance.

    We went to the various district meetings; we met with Kay Johnson and her people; we attended workshops and meeting with council members; and we worked with attorneys and leaders of the American Kennel Club. Many of the members took time off from work and sacrificed other time to attend last minute meetings.

    The resulting vicious dog legislation wasn’t everything we wanted but I think that it was better because of the public debate and participation.

    This egregious and vague breeder’s license ordinance was then slipped through on December 21st of last year as an amendment to a housing bill. No debate. No mention in the agenda. No chance for public debate or participation. After talking to many of the city council members it appears they weren’t even aware of the language of the amendment.

    When Kay Johnson and Dennis Graves of Environmental Services say the ordinance went through the ‘normal process’ they lied. The original vicious dog ordinance they proposed last year required a $150.00 annual breeder’s license for anyone that bred more than on litter a year. We at the Kennel Club were apposed to restrictions that were more oppressive than the state regulations but we did not object to anything other than the price.

    Kay Johnson and Dennis Graves are out of control. They need to be held accountable for making the City Council members looking like fools.

    I appreciate all the support from you guys but the credit goes to the Kennel Club as a whole. Many of our members have been working for animal welfare for years. Several of them have dedicated more of their time on this problem than I have.

    G’morning Hank – as noted yesterday we are largely in agreement here. I would think that the Kennel club and some of the other groups (PALS comes to mind) could write any needed ordinances for the city. I suspect that we agree that something needs to be done about unscrupulous puppy mills but that we also should not unduly burden others.

    Hank and I dont agree on much, but one thing I know for sure, I do trust him to do what’s right when it comes to dogs and the people who own them.

    Yesterday morning when I opened my newspaper I said, “Good morning, Hank!” I don’t suppose you heard me. So, good morning this morning, Hank!

    In the newspaper article it was mentioned there are laws that aren’t followed. Do any of them address the needs? Guess it might be too much to expect from government that current laws be followed and new ones needed. ;-(

    Are the two people, Kay Johnson and Dennis Graves, elected or hired? Just wondering where we should direct our displeasure. It gets real tiring that people seem incompetent in their jobs but it is up to us to be involved enough to hold them accountable. The government should boil down to WE THE PEOPLE at every level. And if our representatives disappoint they should know it.

    Good morning right back at ya, Linda!

    Lily is the enforcer in our house! When ever you have four or five Beardie males in the house you need the discipline provided by a Miniture Schnauzer! She keeps every one in line!

    Kay Johnson and Dennis Graves are hired public servants. I do believe they are trying to fight a bad situation the best they can. . . but. . . (don’t get me started!)

    Wichita needs more animal control officers and better resources to enforce the ordinances on the books now. They are definitely understaffed. instead of fighting for more restrictive laws they should be fighting for resources to enforce what they have on the books now.

    Me thinks it’s more insidious than you suspect, Blue Jay.

    The editors were probably as surprised by Mr Price’s picture on the front page as you were dismayed.

    You see, the news section of the paper operates separately from the editorial section. Anyone can con the editors into getting a letter published or on the rare occasion having an opinion piece wit a picture in the left-hand lower corner of the editorial page.

    But the fact that Mr Price has been able to corrupt the news department by getting a picture of him and his dog on the front page means he is more dangerous and clever than you think!

    And did you notice that the dog is making a political statement by sticking her tongue out at the whole city of Wichita? Be afraid Blue Jay, be very afraid!

    I think the trick is to always see him standing up. I had never seen him sitting down before this pic and hadn’t noticed the color of his hair at the top. Perspective.

    Yesterday, I saw this really cute dog on the front page of the Eagle and thought “what a sweet pooch, but who’s that old, old man?”

    Then I read that caption and my heart went out to the photographer – what a challenge – get as much of Lily Beth and as little of Hank as possible into the picture.

    Just kidding Hank – you’re doing good work and you should be proud.

    But next time? More Lily Beth and less Hank, please?!?!?!

    Thanks Clark! The secret of my sucess is to always do what the ladies in the club tell me to do!

    I tried to get as far away from the camera as I could, in real life my head is actually much larger than the Schnauzer’s! Shinier too!
