In-state tuition for immigrants looks safe

collegeA key Kansas lawmaker is opposing a provision in an immigration bill to repeal a state law allowing children of illegal immigrants to pay in-state college tuition.

Sen. Pete Brungardt, R-Salina, chairman of the Senate Federal and State Affairs Committee, called the repeal efforts a “nonstarter,” and noted that the Legislature had failed in three previous efforts to repeal the law.

Under the 2004 law, children of illegal immigrants are eligible to pay in-state tuition if they have lived in Kansas for at least three years, graduated from a Kansas high school and are on the path toward citizenship.

According to the Kansas Board of Regents, 243 students are benefiting from the law, with 193 attending community colleges, 46 at state universities, and four at technical colleges or schools.

Would we rather these young people not attend college? Be unemployed?
As supporters of the law noted in testimony last week, regardless of how one stands on illegal immigration, this is about making sure our young people are prepared for the future.

“Why would we want to deprive a young man or woman from the opportunity to develop their skills and abilities so that they will be a productive and contributing member of our society?” asked Archbishop Joseph Naumann of Kansas City, Kan., chairman of the Kansas Catholic Conference.

    It is really ashamed that the conservatives always feel the need to bully and bash those who are defenseless. First it was the Inidians then the Negros and now the Mexicans. They might as well face the fact that the Mexicans are here to stay and they might as well get used to the idea that these people are to be treated with dignity, equality and respect.

    It doesn’t matter HOW they got here. The Mexicans ARE here and we have to accept that. The sooner we can integrate them into the American way of life, the better off we all will be. Let’s not make the same mistakes of the past by marginalizing yet another group of Americans.

    Instead of talking about this subject all over again, why don’t we talk about increasing work comp benefits for injured citizen-workers? Kansas has some of the lowest benefits in the entire country, and its getting worse with each year of additional inflation. Would there be ANY Republicans who would speak out in favor of this proposal?

    Nobody is talking about depriving someone of an education. What we are talking about is charging the same price as any other out-of-state student.

    At the end of the day, these students are not legal residents of Kansas and shouldn’t get the benefits until they are legal.

    My bigger view is that states should not be charging 2 tutitions anyway. Everybody should pay the same everywhere. If my little girl wants to go to KU, she should pay what a resident of Kansas pays and if a student in Kansas wants to go to Georgia Tech, the same should apply here.

    Our Kansas education system is basically a good business and should be structured to encourage students to come here from wherever to pay a fair amount to get an education. I have never understood why we have “out of state” higher tuitions to discourage potential students from coming here. Many students who want to come to Kansas are sons and daughters of former Kansans living out of state who no longer qualify for in-state tuitions.

    In regard to children of illegal immigrants, many are good students who want to learn. They shouldn’t be discouraged by higher tuitions.

    The whole “illegal immigrant” situation is caused by the federal government not taking responsibility to provide an organized method of allowing immigrants in to the U.S. Its beyond the scope of city, county and even state governments. However all should be held responsible to respect and abide by the laws that regular citizens observe.

    For old timers who don’t want to recognize our country has become a multi-cultural society … get over it, its to late for your old fashioned thinking. I was probably one myself in years gone by … but I now see multi-culturalism as a plus not a negative for America.

    Poster Tyler Durden has got it right. Kansas will indeed become a magnet for illegals. Oklahoma, Arizona, Georgia, and many other states have passed legislation making their states very inhospitable to illegals. Many of those people will find their way to Kansas.

    The people who passed this legislation should never get a moment’s rest from it. They should be booed and hissed every time they appear in public. The two U.S. Senators in Georgia offered up support for the amnesty bill last summer. Georgians rose up and let them know straight away that they would lose their jobs for the proffered support. They were booed every time they tried to appear in public. Their support was short-lived; they retreated from their position and voted against the bill.

    Americans CAN make a difference but we have to accept the responsibility for organizing in numbers that overwhelm the illegals who are marching in our streets and making demands on our government. We still hold the power, but it must be exercised.

    i’m compassionate but why should we feel obligated or shamed into giving breaks to those who didn’t follow the laws to get here?

    they should be grateful they aren’t deported … so what do we do? we reward them by saving them thousands of dollars to go to college. what are we doing to save those legal citizens thousands of dollars to go to college?

    Lord knows, the Kansas Legislature scews up a lot, but I think they got a reasonable compromise with the 2004 law.

    This is a polarizing issue only for those who need polarizing issues to divide and conquer politically; most of those people are Republic Party Cons.

    Let’s see, we charge a child from Oklahoma higher rates than a child from south of the border and do not call that a sin. But charge the Mexican child the same rate as the Oklahoma child and it is a sin.

    The numbers just came out the other day. In my state the average cost per year, per student, was 10,448. NOW add on top of that the cost for an english as a second language cost of 2,038.

    So tell me Monkeyhawk. Do you REALLY thing the daddy of let say 3 kids, has really paid enough taxes to cover the education of his kids (that they are not entitled to)?

    YOU BROKE THE LAW?

    Well of course come right in, we’ve got everything you need and all of it at reduced cost or free.
    So big deal that when an employer finds out that you will work for less then minimum, of course the employer ISN’T going to hire you instead of someone he KNOWS will make a stink about being paid less than minimum. I mean NO employers around here would do that, would they???

    On what premise do you base that statement? In my judgment we DON’T have to accept it. Polls consistently show that 68% of Americans do not favor amnesty for illegal immigrants of ANY race.

    I would pose this question to anyone on the board?

    How many illegal immigrants can the U.S. absorb? Is there any number that is too many?

    People complaining about living wage not being there. Remove the illegal alien and you’ll have it. When you put in the requirement for each company to verify the SSN of each employee and then large fines against the employer and then NOT be able to deduct employees taxes if they are not verified the illegals will deport themselves.

    If they have lived in Kansas for a minimum of three years and graduated from a Kansas High School, then it is clear that the state of Kansas has already spent a considerable sum of money on them.

    For those who support this legislation: Does every legal resident of Kansas have an opportunity to get a college education? Are some of the caught in that squeeze where their family can’t afford to pay the tuition, but they make too much to qualify for a grant? I know many such students. Shouldn’t those American students get a break before we use American resources to educate people who illegally sneaked into our country, and probably committed numerous other offenses in their efforts to remain here?

    Kids aren’t entitled to an education?

    Then repeal all the truancy laws.

    Education isn’t not a cost to society, it’s an investment for society.

    Actually, the employer is the one who “broke the law.”

    If every employer of illegal workers were sentenced to one year of hard time the next meeting of the Wal-Mart Board of Directors would have to be held in the Leavenworth Prison cafeteria. Think that’s gonna happen, “Gene Raston?”

    Perhaps it’d be best to charge every student at every state-supported university the same tuition. The whole concept of “in-state tuitition” is a political sop to Kansas taxpayers. When I was at KU, the tuition Illinois residents paid as “out-state” students was less than *in-state* tuition would have been for them at the U of I.

    As I stated earlier, the existing law’s qualifications — 3 years residence, graduated from a Kansas high school, persuing US citizenship — seem to me to be a resonable compromise for the offspring of non-native residents.

    If — and this is an astoundingly absurd “if” — every undocumented alien in America came to Kansas specifically so their kids could go to college at the in-state tuition level, what’s wrong with that? They want their kids to go to college!

    Isn’t that a good thing?

    It is common for the US to pay ‘impact fees’ to school districts where a lot of military kids attend school. The reasoning is that the bases do not pay property taxes so the US makes up the difference. How about similar ‘impact fees’ upon the employers - especially the biggies like the meat-packing plants in west Kansas.

    How about giving the illegals a permanent special status card. That card allows them to work legally within the United States. They would never gain US citizenship unless they returned to their home country and applied the old fasioned way. They would would have restricted acess to entitlement programs. and employer hiring them must provide a set of benefits, including insurance. IF they are found guilty of a felony, or even possiblly multiple misdemeanors, off they go back to their own country. THeir children however, would be eligible to apply for citizenship after their 18th birthday, and entitled to all the benefits of US citizenship

    I think that there are a couple of realities that have to serve as basic premises for any logical discussion of public policy in this area: (1) however we got here (going back to the Reagan immigration reform law), there is legitimate bipartisan support for securing all of our borders and ports to prevent national security AND illegal immigration in the future, and (2) no governmenttal entity state or federal is going to undertake the cost and procedure to send all 12 million or so illegals in the country now back to their home countries. Given these premises, where do we go from here? I don’t consider the debate about “this is past illegal behavior which we cannot countenance” is a prescription for a public policy that will secure all our borders and ports now, or which will deal pragmatically with the millions of illegals already here - whom no one is going to deport en masse.

    The Real Costs of Illegal Immigration

    You should now be painfully aware that illegal immigration is not a victimless crime. The most recent tragedy of four Cottonwood, MN children killed (and the many injured) by an illegal alien driver is a terrible reminder of the failure of our government to simply enforce existing immigration laws. At least on two occasions, local police encountered the perpetrator for infractions of the law, yet did nothing. Due to their ‘don’t ask, don’t tell’ approach which is obviously supported by the police chiefs, city administrators and even the state legislature, four innocent American children are now dead. State legislators must take charge of their own constituent’s welfare and work to require ALL laws are followed and enforced. Obviously, American citizens cannot pick and choose which laws they will follow, but illegal aliens, with government and law enforcement complicity, can. Following the law, abiding by the law and supporting the law is “work” that illegal aliens just won’t do. Two different groups have emerged in America today due to the effect of illegal immigration, those who have to obey the law (citizens) and those who don’t (illegal aliens). How shameful that is.

    It is not racist, bigoted or xenophobic to demand that our country’s borders be secured and to support immigration law enforcement. It is racist, bigoted and xenophobic by illegal aliens, their facilitators and advocates to demand that we allow them free reign with impunity in our country, simply because of who they are. Don’t fall for their ploy, exhibit a staunch backbone and tell them we are the most diverse nation on the face of the earth and welcome more LEGAL immigrants that the rest of the entire world combined does every year. However, where we draw the line is with the “illegal” portion of the term illegal immigrant. Those who want to come to America legally, play by the rules, pay taxes and be a productive contributor to our economy and society, obey the law and assimilate into our culture will be welcomed by all citizens. Those that don’t not only will not be welcomed, they should be told to leave.

    Political power is the real reason immigration advocacy groups are opposed to immigration law enforcement and successful immigration enforcement programs. Any failure by legislators to act and take away the sanctuary status of cities will ultimately lead to a radical shift and upheaval in American demographics resulting in the disenfranchisement of many American citizens.

    Have you heard the saying, when California sneezes, the rest of the country catches the flu? Generally what starts in California eventually spreads to the rest of the country. That is, unless a state takes measures to resist it. Unless every state realistically tackles illegal immigration by instituting Comprehensive Immigration ENFORCEMENT, which California has refused to do, this is what you can expect:

    As of 2006, California contained greater than 25% of the total illegal alien population within the U.S. Many of these illegals concentrate in Los Angeles. New statistics from the Department of Public Social Services reveal that illegal aliens and their families in Los Angeles County collected over $37 million in welfare and food stamp allocations in November 2007 – up $3 million dollars from September. Twenty five percent of the all welfare and food stamps benefits are going directly to the children of illegal aliens. Illegals collected over $20 million in welfare assistance for November 2007 and over $16 million in monthly food stamp allocations for a projected annual cost of $444 million. “This new information shows an alarming increase in the devastating impact Illegal immigration continues to have on Los Angeles County taxpayers,” said Antonovich, LA County Supervisor. “With $220 million for public safety, $400 million for healthcare, and $444 million in welfare allocations, the total cost for illegal immigrants to County taxpayers far exceeds $1 billion a year – not including the millions of dollars for education.”

    Just keep in mind that the $37 million a month is for only one county in one state and is only welfare and foodstamp benefits. It doesn’t include hospital care, education, fraud, wage depression, crime, depreciation of housing values, the portion of bad loans given to illegal aliens by banks, insurance costs and the myriad of other burdensome expenses that illegal aliens put on the backs of American citizens. There are 29 sanctuary cities in California and because of that there should be little wonder why so many illegal aliens stay in this state. They basically operate with impunity and even if they get arrested for a serious crime there is little chance of them being deported. They can sign up for welfare and food stamps with no questions asked and the hospitals provide them with free care as long as there are still emergency rooms that can’t turn them away for lack of funds. All things considered, California has rolled out the welcome mat for them.

    Is there any wonder that California is right now in a fiscal crisis emergency with a budget deficit greater than $14 billion and growing? Reliable estimates calculate illegal aliens cost the state $10.5 billion each year! Why not cut all public services to those not in the U.S. legally? Just a simple thought on my part that would go a long way to putting California back on its feet. A bell should be ringing in you head about right now that tells you this is what is coming throughout America if good citizens refuse to act.

    The Congressional Budget Office in December 2007 (CBO: The Impact of Unauthorized Immigrants on the Budgets of State and Local Governments) stated the tax revenues that unauthorized immigrants generate for state and local governments do not offset the total cost of services provided to those immigrants. Illegal immigrants are a NET COST LOSS and a burden to the budgets of all states. This cost is largely borne by the states and citizen taxpayers. Federal payments allocated by Washington fall far short in reimbursing state and local government expenditures.

    $108.2 million is spent each year by U.S. border counties in the four state region to pay for law enforcement, criminal justice and emergency healthcare services to illegal immigrants, states a February 2008 report from the United States/Mexico Border Counties Coalition (USMBCC). Current federal reimbursement returns only 11.5 cents on the dollar to counties for handling criminal illegal immigrant services.

    From 1999 through 2006, the 24 counties along the U.S.-Mexico border spent a cumulative $1.23 billion on services to process criminal undocumented immigrants through the law enforcement and criminal justice system. In fiscal year 2006 alone, the cost was $192 million. Yet, the federal government has only reimbursed these 24 counties $4.7 million for detaining criminal undocumented immigrants for fiscal year 2006 (and $54.8 million since 1999). These are staggering costs considering the rural nature and poverty level of most of these border counties. The costs to process undocumented immigrants come at the expense of basic, vital services to county residents. (Undocumented Immigrants in U.S. Border Counties: The Costs of Law Enforcement and Criminal Justice Services; U.S.-Mexico Border Counties Coalition February 2008)

    The average illegal immigrant family uses $2,700/year more in services than it pays in taxes. In 2002, this amounted to a $10.4 billion drain on the federal budget. Some of the greatest federal costs included: Medicaid ($2.5 billion); treatment for the uninsured ($2.2 billion); food assistance programs ($1.9 billion); the federal prison and court systems ($1.6 billion); and federal aid to schools ($1.4 billion).

    Furthermore; nationwide, 40% of households headed by an illegal alien receive welfare benefits and 56% have no health insurance. Standard & Poor’s reports that education of illegal alien children costs the states and federal government $11 billion dollars per year.

    Heritage Foundation research shows in FY 2004, at the state and local level, the average low skill immigrant household received $14,145 in benefits and services and paid only $5,309 in taxes (those that actually paid taxes). The average low skill immigrant households imposed a net fiscal burden on state and local government of $8,836 per year. That is approximately $9000 for EACH immigrant household of which at least 50% are illegal aliens.

    Taxpayers in our country pay more than $100 billion every year on health care and other services for illegal immigrants, including education, law enforcement costs, and housing. – Congressman Dean Heller-Jan. 2008

    A Harvard University study released in January 2008 found that illegal aliens depressed wages in Arizona by $1.4 billion dollars. Hardest hit were low skilled legal workers whose wages fell by 5%. Wage suppression of American workers is a consistent effect throughout the country due to the employment of illegal aliens.

    The World Bank reports (Worldwide Remittance Flow to Developing Nations Report) for 2006, $68.1 billion dollars were sent by migrant workers (more than 50% illegal aliens) mostly from the U.S. to Latin America. Mexico received 24.4 billion, South America 24.4, Central America 11 billion and the Caribbean 8.4 billion. This is a direct transfer of a huge portion of our economy to the third world; largely by a group of people (illegal aliens) who are not even authorized to work in our country much less have an established presence here.

    Questions you should be asking include “Why is even $1 of taxpayer money being consumed providing services and paying for the huge cost burden of illegal aliens in every state of America? Why are we allowing business and corporations to import cheap foreign labor (both legal and illegal) to drive down wages and put Americans out of work? Why are we importing a foreign workforce that transfers a significant amount of money from our economy to foreign nations?”

    If the illegality of illegal immigration and the tremendous cost burden to American taxpayers, our economy, our society and our culture doesn’t infuriate you, then look over just a few studies that put illegal alien crime in focus:

    (1) Violating the immigration law is a CRIME

    (2) Forging documents is a FELONY CRIME

    (3) Passing forged documents is a FELONY CRIME

    (4) Stealing ID is a FELONY CRIME

    (5) Using stolen ID is a FELONY CRIME

    A US GAO study found in a study population of 55,322 illegal aliens incarcerated, on average, each had been arrested 8 times for a total arrest figure of at least 459,614 times. If that isn’t astounding enough, these 55,322 illegals in the study population had been arrested for committing 700,000 criminal offenses, which averages 13 crimes per illegal alien. So, each illegal alien incarcerated had been arrested 8 times and had committed at least 13 crimes.

    According to the U.S. Bureau of Prisons, in 2005, 25% of prisoners in federal prisons were illegal aliens, and 4% were legal aliens. This proportion has not gone down; if anything, it has gone up markedly. Bill O’Reilly is on record more recently stating that illegal aliens account for 32% of the federal and state prison population.

    The US Justice Department reported that in 2003, alone, 270,000 illegal immigrants had served prison time. The Federation for American Immigration Reform reports: “In March 2000, Congress made public Department of Justice statistics showing that, over the previous five years, the INS had released over 35,000 criminal aliens instead of deporting them. Over 11,000 of those released went on to commit serious crimes, over 1,800 of which were violent ones; including 98 homicides, 142 sexual assaults, and 44 kidnappings. In 2001, thanks to a decision by the Supreme Court, the INS was forced to release into our society over 3,000 criminal aliens who collectively had been convicted of 125 homicides, 387 sex offenses, and 772 assault charges.”

    According to the well-respected U.S. Center for Immigration Studies (www.cis.org), incarcerated convicted illegal aliens make up 29 percent of federal, state and local prisons at a cost of more than $1.6 billion annually. This number doubles when the costs for apprehension, the justice system, public defenders, interpreters, prosecutors and the courts add to the total.

    Illegals represent about 8 percent of Arizona’s population and the Arizona Department of Corrections reports that Mexican nationals make up 12 percent of the state’s 37,200-inmate prison population.

    Undocumented aliens, mostly from Mexico and Central America, now total 1953 inmates in the Maricopa County Sheriff’s jail system. That number represents 21 percent of the overall inmate population of men and women housed in the nation’s third largest jail system. Sheriff Joe Arpaio says that is just small part of the story about those incarcerated in his jails. He says that recent figures show that serious crime (class four felonies and above) are committed substantially by illegal aliens. During two recent surveys, between 27 and 53 percent of all suspects booked into the jail on serious felonies had immigration holds placed on them. The vast majority of those with holds were in the United States illegally. According to the Sheriff’s figures, illegal alien inmate population numbers have grown steadily in Arizona and other border states over the last several years. In March 2005, the illegal alien population in Arpaio’s jails totaled approximately 700. (Borderfire Report 2/28/08)

    A new study shows one in five inmates in North Carolina metropolitan jails were not born in this country. The Sheriff’s Association believes a large number of those inmates are here illegally as well. (News 14 Carolina 2/21/08)

    Members of Utah’s Congressional delegation contacted DHS Secretary Chertoff requesting an additional 22 ICE agents for deportations and to investigate crimes perpetrated by undocumented immigrants. “Our jails are full. The crime rates continue to increase, and we can no longer let this problem escalate,” reads one of the letters, signed by Utah’s two senators and three representatives. Numerous illegal aliens are committing crimes in Utah communities with virtual impunity,” The state now has 25 such agents. (Salt Lake Tribune, 03/05/2008)

    The conservative Federation for Immigration Reform contends that while illegal immigrants made up 3 percent of the total U.S. population in 2003 they made up 5 percent of the total prison population.

    The Violent Crimes Institute conducted a study in 2006 that determined there were more than 100 sex offenders crossing our southern border daily. Data indicates that there are approximately 240,000 illegal immigrant sex offenders in the United States who have had an average of four victims each, totaling over one million sex crimes.

    Illegal aliens are killing more Americans than the Iraq war, says a report from Family Security Matters that estimates some 2,158 murders are committed every year by illegal aliens in the U.S. The group says that number is more than 15 percent of all the murders reported by the Federal Bureau of Investigation in the U.S. and about three times the representation of illegal aliens in the general population.

    The report from FSM estimates that the 267,000 illegal aliens currently incarcerated in the nation are responsible for nearly 1,300,000 crimes, ranging from drug arrests to rape and murder. Such statistics debunk the claim that illegal immigration is a victimless crime.

    In Los Angeles, 95 percent of all outstanding warrants for homicide (which total 1,200 to 1,500) target illegal aliens. Up to two-thirds of all fugitive felony warrants (17,000) are for illegal aliens. The Illegal-Alien Crime Wave: City Journal, winter 2004

    One thing that is never even mentioned by the champions of the illegal aliens nor is factored into any crime studies is the fact that ALL illegal aliens have a 3 – 5 crimes committed head start on American citizens (see the 5 point list above).

    Do you ever hear an acknowledgement from the illegal alien facilitators of the more than 50,000 Americans that have been killed by illegal aliens through murder, manslaughter and drunk driving just since 9/11/01? Of course not, that doesn’t fit within their pre-determined conclusion that illegals are only hard working economically displaced ‘migrants’ that regardless of the laws they break by entering, remaining and operating in America, are only here for a better life at the expense of no one. Excuse me for being cynical but I’ve seen the data, read the studies, considered the facts and seen the reality. If you haven’t done the same, I urge you to do so without delay.

    Furthermore, legalizing an illegal alien’s presence in America by rewarding their illegal behavior through amnesty is not the way to build a good system of law and order. It only invites more criminal activity and non-compliance with our laws.

    The central question for everyone, including the facilitators, illegal alien advocates, the ‘no human being is illegal’ compassion crowd, every legislator and responsible media reporters is this…Why should even ONE American suffer a crime OF ANY SORT at the hands of an illegal alien? With border security and zero tolerance for illegal immigration, these crimes against our citizens are essentially 100% preventable.

    In state tuition for illegal aliens is not fair to American citizen students and legal resident students. As you should know, the tuition charged to a student, whether in-state or out of state does not cover the total cost of that student’s education. There are taxpayer dollars sudsidizing the remainder of the costs.

    Another issue at hand is contravention of a 1996 federal law that prohibits any state from offering in-state tuition rates to illegal aliens unless the state also offers in-state tuition rates to all U.S. citizens. This, obviously, is another law regarding illegals that our federal government doesn’t enforce.

    On top of that, this sends a message to foreign nationals to get their kids into America for a free public education and to top it off, special tuition benefits in college.

    Stopping providance of any tuition assistance to illegal aliens is essential. It will send a message that the little tricks legislators use to dupe the American people will no longer work. It will also prove to the illegals that American citizens are no longer asleep at the wheel, are fed up with our tax dollars going to services for illegal aliens, and that their special request trickery will be turned back by responsible citizens.

First, as long as the federal gov’mint refuses to fix the problem (for how many years did the Bush Admin and the Republican-controlled Congress have to solve this problem?) - which must include severe sanctions on employers who still hire undocumented workers, then there will ALWAYS be an underground labor market that businesses will find a way to exploit. And it is no answer to the national security problem created by unsecure borders and ports (how many years after 9/11?) to try to move illegals en masse from state to state around the country, and to end up with a patchwork quilt of different laws and different restrictions, most of which will NOT include severe criminal penalties on businesses for “looking the other way”? Why do you think 30 some odd Kansas business groups oppose the Landwehr/Palmer list of immigration bills? As I originally posted, until we start dealing with this problem from the perspective that it is pragmatically impossible to deport 12 million undocumented workers, then this issue is going to be mostly about desparate for reelection candidates who are looking for a new scapegoat for outrage that will fuel public sentiment for a solution that isn’t politically feasible - again because of all the business/Republican groups that won’t agree to punish themselves with a get tough on employers law.

    Illegals receiving in-state tuition rates clearly discriminates against U.S. citizens and law-abiding foreign students who cannot. This is the first step in the goal of making illegals eligible for grants and student loans, in addition to favorable racial status awarded. This obviously, will displace legal residents and American citizens from colleges and severely reduce the available pool of grants and loans.

    Some may think that there are unlimited seats available to fill in colleges. The truth is, for every admission of an illegal alien to college, an American student is denied because of the limited seats available. The last time I checked,going to college was not a “job Americans wont’ do.”

Many of the “rich” landowners and business people that have hired illegals are Democrats. , it wasn’t his duty to pay thSee my 10:25 post. If we make it possible for the illegal aliens to register for work permits, if we make employers acountable for hiring illegal aliens, and for the benefits of those special worker classes, then unless they commit some crime, they wouldn’t be deported. IF they didn;t have a valid registgration, and were caught, then they get a paid trip back to their country of origin.

Remember those 30 some odd business/chamber groups who are opposing these bills? It is primarily - at least in Kansas - a neo-conservative (you know, that third political party here) issue.

    But you DID say something accurate in your last positing. You said, “if we make employers accountable for hiring illegal aliens . . .” I agree that we need new strict criminal laws of this nature, BUT MY POINT IS THAT IT AIN’T GONNA HAPPEN. But I would support such legislation.

    There is not a SINGLE thing in that I disagree with! Going forward and into the future we HAVE to fix this problem once and for all. Tough employer sanctions including criminal charges have to part of the fix. Anybody caught sneaking into the country after once being deported needs to serve serious prison time. We need SS verification and even a biometric national ID card as well. On those I fully AGREE. What I am saying is that it is wrong and downright immoral to pick on people who are already here, working hard at jobs more of us would not touch and were enticed to sneak in here by the promise of a job and a better life. And it is double wrong to pick on their children who had NO say so in whether they came here and who studied hard, know English and finished high school- which is, after all, the American way, right? And to deny them admission to a university would be a sin of the worst degree in my view. We need to do a FINAL amnesty for those who are already here and we need to STOP anymore from coming in.

    Yes, DK, I have. Aguascalientes and San Luis Potosi. Neither are tourist beaches nor border towns. They’re about 200 or 300 miles north of Mexico City. I was there for about 10 days or so.

We need to STOP inviting the Mexican President up here to sip tea and talk nice and we need to invite him up here, sit his ass down and tell him in NO uncertain terms that the United States will no longer serve as a steam valve for his piss poor economy or his unemployment problem. And that if he does not solve those issues, he will take the heat from now on. There is NO excuse for that country to be the shithole that it is (I have been there and it is just that!). It is a country of natural beauty and massive resources and it offers much more per person than even China does yet the economy in China is booming and Mexico is sitting idle. Until that country does something about all the corruption and its overpopulation problem (thanks to the Catholic Church), it is going to remain a hell hole. And it won’t do anything as long as we serve as an “employer of last resort” to its residents. But that still does NOT mean that we should be cruel to Mexicans already here.

    And which job were you denied because a Mexican took it from you? Was it the job of hot roofing in July? Dishwashing at Dennys? Outdoor contruction labour? Cleaning up bedpans at the local nursing home? Picking fruit??
    The FACT of the matter is that there is NO American with a high school diploma that competes with an illegal for a job! And if you were born in the country with all of its opportunity and you don’t have a high school diploma, you have NO excuse except for your own LAZINESS! Go back and get one!

    Probably three years ago, I was talking to a Sheriff or Deputy Sheriff in a county west of Wichita on Highway 54 at a McDonalds as a bus full of illegal immigrants arrived from El Paso for a rest break. I asked the sheriff if he was going to detain them and ship back to Mexico.

    His answer was it would break the treasury of our county to do that. He said a level of government higher than ours has to do something.

    So, the answer must be a comprehensive plan by the federal government signed off on by our Congress and the government of Mexico.

    It might include:

    ** some form of registration, temp green cards, and mandatory training in U.S. pre-citizenship requirements.

    ** medical examination and shots,

    ** exchange educational programs,

    ** manufacturing competition.

    Recognise that many people from south of the border are honest, smart, industrious and have a strong religious background.

    But some are irresponsible as the older hispanic woman in a green SUV talking on her cell phone who came close to running over me in a Dillon’s parking lot this morning.

    Who did they vote for? Democrats, of course.

    Hundreds of illegal immigrants have registered to vote in Bexar County in recent years and dozens of them have actually cast ballots, canceling out the votes of U.S. citizens, radio station 1200 WOAI News reports.

    Figures obtained by a reporter fshow 303 illegals successfully registered to vote, and at least 41 cast ballots in various elections.

    Bexar County Elections Administrator Jackie Callanan confirmed the figures, but she says a new form of voter registration card, which requires people to swear they are citizens when they register, should help cut the problem, because people who vote illegally can be charged with perjury.

    And the county has some sly ways to catch them.

    “Maybe they have received a jury summons, the jury wheel relies on registered voters. They send a statement to the jury room that says they are not U.S. citizens and then we get that report immediately,” Callanan says.

    It’s a hot issue in the Texas Legislature, where republicans are pushing a bill that would require voters to show some form of identification before voting.

    “Considering that a photo ID is required to buy Sudafed, I can’t understand why anyone would argue that the same standard, if not a higher standard, should apply to voting,” Lieutenant Governor David Dewhurst said. “Why would any Texan oppose legislation that ensures only U.S. citizens vote in elections?”

    This is not an issue of compassion. It is part of an effort to discourage illegal aliens from coming to Kansas. Combined with strict enforcement of employment laws and prosecution of businesses which hire illegal aliens, the illegals and their children will leave Kansas.

    It could be considered an issue of fairness to other Americans: Why should a child from Missouri or Colorado pay out-of-state tuition rates and illegal immigrants pay cheaper in state rates?

    Further, these illegal alien children most certainly do not have the funds to pay the exorbitant costs of even in-state tuition. They are living on the edges of society and have not the cash to pay for full time tuition. So how do they do it? They lie and cheat to get federal and state aid. So now you have Kansas citizen children competing for dwindling aid programs against illegal alien children.

    The parents of Kansas resident children are paying taxes to provide subsidized education to illegals competing with Kansas children. Of course, all Kansas residents - regardless of having children in college are also paying.

    I think there should be a law passed that enables the CHILD of an illegal, who has literally “grown up” in the USA, be eligible for citizenship at age 21… if they have gone through the education system; enrolled in a college/univ./tech school; and when they work, have a SSN, a valid ID Card, and pay TAXES… Not that citizenship would be automatic… but that they would automatically qualify for citizenship after that many years of hiding fom everybody..

    The idea is not to provide incentives to continue these practices. They should not even be allowed K-12 education. The case should be taken to the Supreme court and ended.

    You seem to think we want to be nice. We do not, and will not. The new laws are set to be Harsh, Punitive and unnice.

    If they continue down the amnesty path…that path is very like to be strewn with IED’s if it is forced on us .

    I will add to mrbill’s comments: What incentive is there for people who want to immigrate legally to honor our process? If we provide benefits, entitlement programs, and eventual citizenship for all who break into the country, why would anyone choose to go through the red tape and long delay of doing it legally?

    Whoever didn’t want to fund illegals wouldn’t have to worry because you would be taking care of all the illegals, which is what you wish to do.

    This entire objection is irrationally based… With this kind of thinking, this country would still be a handful of English/Spanish/Dutch/German folk, all settled East of the Mississippi River, with most of the land East of the Ohio River still undeveloped wilderness!!

    This legislation is talking about CHILDREN… KIDS who had no choice in whether or not to come here… KIDS like OUR kids that just want to have some kind of life… Where is it that the parents of these kids receiving in-state tuition benefit from anybody’s tax dollars??? In REALITY!! Somebody still has to pay for the tuition…. The legislation says they are ELIGIBLE for in-state tuition… not that they are going to GET that tuition handed to them!! IF they have no proper documents, they cant get grants… or scholarships… SO, they are on their own for tuition!!

    Most of you posting here are very much against this illegal in-state tuition thing that is simply a magnet for drawing illegals to KS, and with which the costs are born by you the KS taxpayer.
    It’s costing you folks for their education, lack of paying taxes, health care, lost jobs and wages and sending money out of the country to Mexico (23.1 Billion in 2006) thereby taking it our of our economy, which hurts us.

    Jed: I do indeed deny that there is Hispanic hatred going around. I can only speak for my part of the world, but I can truly say it doesn’t exist in my area. Now hatred for people who are here illegally is altogether a different thing; but it is a multi-national thing, and not directed toward Hispanics. Perhaps it seems that way because there are more illegal Hispanics than most other races.

    Americans are truly fed up with illegal immigrants in the country and are ready to rise up en masse against the issue. I think it would have happened already but for the upcoming election. There is a wait-and-see attitude right now to see if there are enough new people elected to put it down.

    WE are the VOTERS. WE elect our representatives. WE pay our taxes. WE choose to support businesses. When united and active, WE can make a difference!

    WE are the huge majority of everyday KANSAS voters who EXPECT our elected Representatives and Senators at the Federal and STATE level to act as OUR REPRESENTATIVES.

    WE need for you to FULLY Support SB 458. WE expect you to do everything possible to make sure our great culture of laws is passed along to our grandchildren.

    SB 458 is a great piece of legislation. It addresses the key issues needed to secure our Kansas culture. It addresses all the key issues without being punitive toward individuals.

    WE recognize you are a target for special interests that are spewing lies about E-Verify. The same fear existed with all new technologies, such as the automobile, telephone, airplanes, etc.

    WE expect you to support and pass into law meaningful, enforceable laws to protect our Kansas culture. SB 458 is a great start. Please pass this so WE can focus on other things.     1. They are not “our” young people, though the US taxpayer has paid 97% of the cost of having and raising them.

    2. Why would we give a college edcuation to people who cannot ever work in the USA?

    3. These students are criminals. When they reach 18 they can return to their home countries or they can remain here and be criminals like their parents.

    4. Anyone who gives more rightst to criminal illegal aliens than US citizens is an AINO (an American in Name Only). Why should American of state students get a worse deal than the cheaters?

    5. With international business, embassies, parents of different nationalities and US military bases overseas, each year there are millions of 18 years olds who have been raised in one country and have to return to the birth country. They don’t whine for freebies and citizenship.

    6. These illegal aliens could get American citizenship two ways, apply like everyone else in the world, or join the US military. Our family has a friend who was brought up in the USA on a visa, he is European, and decided he wanted to be American. He signed up, did his 2 tours in Iraq and is now a proud citizen. He earned it.

    These illegals have not earned it. They are criminal parasits on our system.

    7. These RACIST PREFERENCES FOR HISPANICS HAS TO STOP. IT IS UNAMERICAN.

    The Pew Hispanic Center estimates at least 80% of the illegals are Hispanic.

    How come people here legally on a visa don’t get prefernetial in state tutition? Of course the are of ALL RACES, not just Hispanic.

    How come people waiting 10 years or more to come into the USA aren’t allowed immediate entry and preferential in state tuition? Of course, they are of ALL RACES not just Hispanic.

    How come Hispanic Americans can have their family who is illegal get in state tuition, whereas other Americans don’t get the same opportunity? The southern border was left open, not the airports, so it is the Hispanics who had the much greater opportunity to come in illegally. The Neo Cons and Democrats want integration with Mexico, ie North American Union, and have left the southern border open for that reason.

    The large percentage of Hispanics among the illegals just goes to prove that Hispanics were given preference to come into the USA.

    Ordinary Americans should start a boycott of all trips to Mexico and all Mexican made goods until all the Mexican illegal aliens have returned to their own country. The Pew Hispanic Center said the largest group of illegals is Mexican.

    No need for a big campaign, just regular Americans one by one deciding enough is enough, and refusing to by anything made in Mexico or to travel to Mexico.

    I bet that would stop President Calderon from continuing to say that where ever Mexicans are in America, so is Mexico, and that Mexican integration is going to happen so Americans just better learn to deal with it.

    It would also be a good kick in the pants to our big business butt kissing politicians.
