Immigration debate can use facts

immigrantGood for state Rep. Nile Dillmore, D-Wichita, for seeking to ground the push to pass anti-immigration legislation in some facts. He filed a request last week that the Legislative Division of Post Audit do an analysis of the economic impact of illegal immigration — to look at the taxes they pay, social services they use and related labor costs — so that any bills passed are “based on factual, objective information,” he told the Topeka Capital-Journal.

“If the state Legislature is going to make a serious effort at immigration reform in 2008, then it is time to separate facts from partisan rhetoric,” he said.

He’s right. The questions are whether state auditors can accurately quantify this shadowy population, and whether the anti-immigration activists will care if the numbers don’t fit their plans.

ILLEGAL ALIEN immigration is THE problem. Immigration is not. We need to focus on securing the borders, removing the magnets that draw ILLEGAL ALIENS. There are LEGAL avenues available to request additional labor through the visa program. The federal government has not done nearly enough to secure our borders since 9-11-01. We must know who is here.

We must stop the flow of ILLEGAL ALIENS. We need to be focusing on fixing the VISA system rather than make ILLEGAL ALIEN labor easier to use. We MUST NOT consider AMNESTIES of any type before fixing the problem of securing the border.

We are asking that you give your full support SB 458, “The Kansas Illegal Immigration Relief Act” during this 2008 session of the Kansas Senate.
This bill has been introduced by Sen. Peggy Palmer and Co-Sponsored by Senators Barnett, Huelskamp, Journey and Ostmeyer.

This bill address five of the most important issues to curb the tide of illegal aliens currently invading Kansas as well as other states.

1.Allow state and local authorities to enforce federal immigration law.
    2. Prohibit illegal immigrants from receiving state services such as welfare.
    3. Require employers to verify the citizenship of potential hires using the federal Employment Eligibility Verification system, called E-Verify
4.Impose new penalties for businesses that hire illegals.
    5. Toughen penalties for using or making false identification for illegal immigrants.

This bill is needed to begin to curb the onslaught of Illegal Aliens we have witnessed in the United States since the “Great Amnesty of 1986”. There have been many attempts this past year to pass feel good “amnesties” in the US congress. Thankfully none of these have been passed.

Companies hire Illegal Aliens at rates lower than the cost of hiring legal IMMIGRANTS or US Citizens. By allowing this to happen, we have created an underclass of “modern day slave labor” which works for less money, fewer or no benefits and no recourse. Meanwhile due to the unfair competition many American business people have had to close because they could not compete. This is especially true in Southwest Kansas.

We need to secure our borders and remove the Magnets (jobs, social services etc.) that draw Illegal Aliens before we attempt to assimilate those who are here illegally now. We can’t afford to keep making the same mistakes over and over.

In 1986 we had 2.7 million Illegal Aliens in our country. Because we took no action to prevent a repeat of this flood by securing the borders and removing the MAGNETS, which draw more illegals, we now have 10 times that number to deal with today. For us to add to the seven (7) amnesties passed in the US congress since 1986 without preventing a repeat is unacceptable.

We need for you to call, write, Fax and email your senators to protect Kansas’s workers from the unfair hiring of ILLEGAL ALIENS.

    Kansas for Legal Immigration.

    Oklahoma HB 1804 – Chapter 112 (Signed 05/08/2007)
This law creates the Oklahoma Taxpayer and Citizen Protection Act of 2007 and relates to illegal immigration. It restricts access to driver’s licenses, ID cards and other licenses. It terminates several forms of public assistance and places tighter restrictions on higher education benefits and provides for exceptions with respect to emergency care, disaster assistance and certain immunizations. Requires state and local government’s law enforcement to enforce federal immigration law (Memorandum of Understanding). The law makes it a felony to harbor, transport, conceal or shelter unauthorized immigrants and provides for fines. It creates a rebuttable presumption that unauthorized immigrants are a flight risk with respect to bond determinations. It requires the verification of employment eligibility using the electronic employment verifications system (EEVS) and provides for a discrimination cause of action for the discharge of a U.S. citizen while retaining an unauthorized immigrant on the payroll. This act becomes effective November 1, 2007.

The Federal government offers the H-2A visa that allows farmers to import unlimited numbers of foreign agricultural workers for specific short-term work. Those complaining growers mostly bypass the H-2A visa program because they would have to pay an almost acceptable wage under the program, whereas wages for illegal aliens are far less.

Growers are saying that going through legal channels of immigration is too cumbersome. Many people have worked with some of the most pro-farmer Members of Congress to streamline the H-2A program, make it faster, more dependable and remove a few somewhat outdated requirements. However, the farm group lobbyists have failed to support reforms and, instead, have put all their efforts into an amnesty for the illegal workers their clients already are hiring.

This is an example of the processes already in place for employers to use. BUT, These spots are taken by ILLEGAL Aliens. Employers who hooked their wagon to the ILLEGAL labor wagon have made millions at their expense.

We need for you to contact your senate federal and state committee members to insist that they support real Immigration reform for Kansas. The Kansas Illegal Alien Relief Act.

    LOL Writerdog…

I say its time to secure the borders first of all and work to eventually legalize everyone here illegally. I don’t think blanket amnesty is the way to do it. It needs to be done one at a time and they need to be fully checked out as well as paying massive fines. We cant just round up 11 million (or how ever many) illegal’s and deport them. We still need our roads paved, our cows turned into steak, our lawns mowed and New Orleans rebuilt.

Start with employed illegal’s, fine them heavily, make them learn English and take the citizenship test, run full background checks on them, check their family ties, and than eventually make them citizens. If they have anything more than a parking ticket than they will be deported and blacklisted and not allowed back in. 2nd, we need to take over Mexico and turn it into a US territory (similar to the US Virgin Islands) and absorb their economy into ours.

They are already here. They have family and kids here that are US Citizens and flat out, our economy and job market can not absorb and fill the millions of jobs that they fill. Personally, I wont work fast food, construction, at a meat packing plant or pave a road. They are here, they do those jobs so let them.

I think that this study will find similar findings. The cost of loosing those jobs will hurt more than paying the cost of turning them legal.

So that’s what Dillmore says “lets get the facts.” If that’s what he really believes then why has he been trying to pass legislation against employers who hire illegals. He has been pushing this for 3 years. I even heard him say at forum on Saturday that he was glad that the republicans were now on board with him and this proposal. So what’s the deal? I think this just proves that the democrat’s proposals are nothing more than a shell game. They want illegals because they think they can buy their votes.

Basically I agree with dealing compassionately with the Illegal Aliens who are CURRENTLY here. The fact still remains that our government has not been given the approval to enforce the laws that will keep THE NEXT WAVE OF ILLEGAL IMMIGRANTS from coming to the U.S.

We feel that we need to secure our borders and remove the Magnets (jobs, social services etc.) that draw Illegal Aliens before we attempt to assimilate those who are here illegally now. We can’t afford to keep making the same mistakes over and over.

Let’s get the facts. Itemize every dollar spent on illegal immigrants.

Then raise EVERYBODY’s taxes to pay for it, OR kick em out.

If you want to keep em here though, you will encourage more of them by opening the door wide open. So be prepared to pay higher taxes every year OR deal with the problem and enforce the law.

Enforce the law, huh, what a concept.

.Rep. Dillmore appears to be taking the lead for those who are opposing the Kansas Illegal Immigration Relief Act. They want more and more DELAY. Meanwhile those Illegal Aliens leaving Oklahoma, Missouri, Colorado, and Arizona will be looking for a sanctuary. Delay will make us a sanctuary state.

Self-deportation is relatively inexpensive. Without new jobs, the flow will at least slow down. The best word of mouth advertising to send to prospective ILLEGAL Aliens is people returning letting them know they need to go through the already established legal process in their home country to work in the USA and Kansas.

SB 458 – The Kansas Illegal Immigration Relief Act will provide effective solutions for the problems that result from the:

    · Employment of illegal aliens

Requires pubic and private employers to use The E-verify program for new employees and imposes penalties for business that knowingly hire illegal aliens.

    · Consumption of public benefits by illegal aliens

Prohibits illegal aliens from receiving state services and benefits. Governor Sebelius in
The Executive Order No. 06-371 August, 24, 200 clearly set forth this important public
    Policy objective.
This will establish a unified and easily understandable process for Verification of lawful
Presence by those seeking public benefits.

    · Lack of cooperation between local law enforcement agencies and the US Bureau of immigrations and Customs Enforcement

Encourages and allows all state and local authorities to enforce federal immigration laws.
Further, law enforcement agencies shall inquire into citizenship and immigration status of
    An arrested person.

    · Lack of Employment identity fraud laws.

Creates a new crime of employment identity fraud. The penalty is severity level 8, non
    Person felony

    · Lack of laws regarding identity thief in Kansas’ Driver’s License Laws

Requires the division of motor vehicles to require a person applying who provides proof
They are a citizen of the United States sign and affidavit stating they are a citizen of the
United States and falsely swearing is a federal crime.
Requires that no driver’s license or identification care be issued to any alien until the

I would hazard a guess that most of the posters here have never actually met an illegal immigrant and would not know one if they bought a taco from one.

They come here to WORK. They do NOT come here to suck off of our welfare system, or to suck the government dry of entitlements, or to lay around and feel sorry for themselves because they do not have a college degree and jobs that pay in excess of 50K annually. They are not afraid to get their hands dirty and do your nasty work.

They work hard, and do good work. The ones I know are paid well by their employers for two reasons:

Their employers know that they are DEPENDABLE and will work HARD when they are at work. I personally know several who make in excess of $15/hr because they work damn hard. Their contributions have allowed their employers to prosper, and their employers reward them accordingly. Aren’t those the work ethics that made this country great 50+ years ago?

This crap I read about them “driving down wages for Americans” is hogwash, perpetuated by those who use hyperbole rather than facts to bolsters your cases.

Like a rising tide, they lift the boats of the economy. They allow Americans to seek better paying jobs. I have always believed that in this GREAT land of opportunity called the USA, anybody who actually desires to work may do so. They can improve their lot by getting educated, by learning a trade. It is simply a lame excuse that one cannot get a job because the “illegals have taken them all”.

The illegal immigrants that I have had the pleasure of knowing are hardworking mothers and fathers, they have excellent family values, they are Catholic and attend mass weekly, they raise excellent, unspoiled children, and they are law abiding and honest (other than their initial crime of coming here illegally).

To say otherwise indicates ignorance, zenophobia, racism and a lack of facts. Get out and meet a few before you judge! Don’t believe all you hear in the media without using a little of your own evaluating and thinking.

I have NEVER met one on welfare. They all come here to work, not work the system. They build the Kellogg expressway, they mow the grass in summer, they roof the houses (they did an excellent job on two of mine), they wash your dishes after you stuff your faces at the buffet, they do the menial factory jobs that so many Americans feel they are too good to do. It goes on and on.

With any luck, a President Obama or President Clinton will use their influence and help pass comprehensive immigration reform that will negate all of these well-intentioned but mean-spirited local laws that are springing up like dandelions all over the place.

    Whew….

That’s pretty naive there Jeff. I lived in San Antonio, TX where there are more illegal aliens than the population of Sedgwick and Johnson County combined. Twice my car was hit by illegal aliens, who of course, had no car insurance and I was left paying the deductible and get higher insurance.

You can’t walk into a store in San Antonio without seeing bilingual signs or hear bilingual announcements or the p.a. system.

People wanting to work can’t, because the illegals work for dirt cheap wages. The welfare rolls are overburdened with illegals.

You need to get a grip on reality there Jeff. The illegal aliens are draining our economy. Just wait until there are court cases brought forth before the Supreme Court where illegals state that they paid into the Social Security System and will demand their retirement, along with Medicare. Then they will skedaddle back to Mexico, where their U.S. dollar backed social security check will go further.

T0-Jeff Schueler – your comments indicate that you have been somewhere the rubber does not directly meet the road. You have not seen the Conditions they bring to Garden City, Liberal, and Dodge City. You don’t see how these people have to live when they come here. You don’t see the abuse they take getting here. They are the modern day SLAVE LABOR. They are the underclass that has no rights, has no legal protection from the employers who line their pockets with the money they save by not having to use the current legal visa system.

If we had control of our borders, then we would be issuing Visas for these people. I have met personally many illegal aliens. You are correct is part, because they are hard working people. Most are Law abiding, (except for that initial coming here Illegally).

Because we allow this subculture to exist, their underworld flourishes.

Until we secure the borders and enforce the current laws we have the madness will continue.

Heath Schuler introduced the SAVE act in the US Houses of Representatives. It deals with the Magnet issues. It currently has 135 Co-sponsors in the house and the nearly identical version in the senate has 6.

No one wants to step up at the federal level and address the mistakes of 1986. If we allow all current to become legal again, then they work their way up the economic ladder. That in itself is absolutely fantastic.

But when the lower scale workers advance, under today’s no enforcement, no requirement policies they will be replaced with more ILLEGAL Aliens in multiples of WHAT? 2x, 3x,10x? What is the plan.

Washington is so grid locked they can only make a decision on lunch, but that is also a maybe.

This unfortunately has left the states to fend for themselves.

The Kansas Illegal Immigration Relief Act gives Kansas taxpayers some protection.

Then again, I’ve seen legals and native born who either work hard for what they make, and those who sit around letting others do the work but take the pay while griping they don’t make enough.

BTW Jeff, I find the $15 an hour for illegals a tad high. Unless you’re considering the off-set for not being taxed for being paid under the table.

I posted about the discussion in the statehouse the other day, and will provide the exact discussion again here.

This is a delay tactic only by the minority. It is a tactic which works well in politic’s. By asking for a study, you delay any action by the majority.

Further, you complicate a simple issue by making it foggy to everyone.

    The issue is:

Illegal criminals are in our state.
Because our border states have ALREADY acted, with strict enforcement, MORE illegals are going to find safe harbor in Kansas.

We need to enforce the law against illegal criminals – REGARDLESS of the economics.

The federal law is the law of the land.

(This is exactly how we dumb down society so they no longer have an principles left.)

    LEGISLATOR SEEKS INFORMATION ABOUT IMMIGRATION
A Kansas legislator is requesting the state perform an audit on the
economic impact of illegal immigration. Rep. Nile Dillmore, D-Wichita, said
he’s asking the Legislative Division of Post Audit to conduct an analysis
so that any bills passed this year concerning immigrants in our state are
“based on factual, objective information.” The proposed study would
include analyzing taxes paid to the state by illegal immigrants, the cost of
social services used and the impact on labor costs and job availability.
“If the state legislature is going to make a serious effort at immigration
reform in 2008, then it is time to separate facts from partisan rhetoric,”
    Dillmore said.
Numerous proposals intended to curb the flow of illegal immigrants into
the state have already been filed. Some look to strip social services, such
as Medicaid payments and in-state tuition, from illegal immigrants, others
take aim at businesses who hire illegal workers, and others are resolutions
to Congress and Homeland Security to do the federal job regulating and
    enforcing immigration laws.

I drive a car that is 10 years old but the human traffickers are driving new 2008 vehicles.
The victimization of good people is happening on both sides of the border and if you truly believe in what you have written then you should support SB 458.
It is not just the people that you are fighting for; it is the criminality that you are fighting against.

I have to agree with state Rep. Nile Dillmore, D-Wichita. How can our state legislature make laws without knowing what the impact would be? Just look at the Homeland Security Act.

All this could effect taxes and services, as in maybe lowering them? Something to think about.

How do you measure the invisible-?

    Invisible cash records

    Invisible citizens with fake Id

Invisible patients who run up ER bills with no intention of paying.

Invisible tenants, multi families living together who share housing and services with other residents. (Check W. Fulton St. Garden city)

Illegal immigration has such a faceless underground; It’s impossible to get the facts you want. The only way to get the facts is to measure. You measure employment with e-verify; you measure welfare by insisting on proof of legal status (citizen or legal immigrant) for eligibility, legal wages paid (ooops, now you have to pay a living wage) vs. cash under the table, elimination of the forged document business.

Once we start to measure, then there will be facts, until then, it’s just a pro-immigration smokescreen for delay. Your can’t manage what you can’t measure.

What is all the rubbish about Illegals getting on Welfare rolls?? Where does this LIE originate??

IOIRC, in order to get on Food Stamps, one has to show “pay stubs” “utility bills” etc. IF you are an Illegal, you dont normally GET a pay stub… and in many cases, the places they live have utilities provided in their Rent!! Guess that leaves out a utility bill as well… They also need to have a SSN to get food stamps… But they dont have those either!!

So, somebody post on here how these ilegals can get Welfare money??

The High Cost of Cheap Labor
Illegal Immigration and the Federal Budget

    Executive Summary

    ——————————————————————————–

This study is one of the first to estimate the total impact of illegal immigration on the federal budget. Most previous studies have focused on the state and local level and have examined only costs or tax payments, but not both. Based on Census Bureau data, this study finds that, when all taxes paid (direct and indirect) and all costs are considered, illegal households created a net fiscal deficit at the federal level of more than $10 billion in 2002. We also estimate that, if there was an amnesty for illegal aliens, the net fiscal deficit would grow to nearly $29 billion.

    Among the findings:

Households headed by illegal aliens imposed more than $26.3 billion in costs on the federal government in 2002 and paid only $16 billion in taxes, creating a net fiscal deficit of almost $10.4 billion, or $2,700 per illegal household.

Among the largest costs are Medicaid ($2.5 billion); treatment for the uninsured ($2.2 billion); food assistance programs such as food stamps, WIC, and free school lunches ($1.9 billion); the federal prison and court systems ($1.6 billion); and federal aid to schools ($1.4 billion).

The High Cost of Cheap Labor
Illegal Immigration and the Federal Budget

    Conclusion

    ——————————————————————————–

It is often suggested that “matching a willing worker with a willing employer” is all that matters when it comes to immigration policy. The fiscal costs of illegal immigration indicate that focusing only on workers and employers is grossly inadequate. If the presence of large numbers of unskilled workers lowers prices for some goods and services, but at the same time increases the burden on taxpayers, then this may not be a good deal for the country. Put simply, the mere fact that employers want more workers, and foreigners wish to work in this country, does not mean that Americans necessarily benefit from their coming. This fact must be considered when formulating policy.

    Chas?

I see it all the time.

The illegals lined up at Western Union to send their money back to Mexico and then the same folks in line buying food with WIC and food stamps.

And I can tell you for a FACT that they are having a huge impact in the construction and contract fields. I see that every day too.

But the Democrats have the right approach here. HEAVILY penalize anyone who employs illegal labor. I’d also like to see the government put a 50% tax on that money being sent to Mexico.

We are going to have to do something or the American middle and lower middle class is going to disappear.

JR All the Democrats what to do here is delay until we are all dead.

The Kansas Illegal Immigration Releif act will do the following

Introduced by Senator Peggy Palmer and Co-Sponsored by
Senators Barnett, Huelskamp, Journey and Ostmeyer

SB 458 – The Kansas Illegal Immigration Relief Act will provide effective solutions for the problems that result from the:

    · Employment of illegal aliens

Requires pubic and private employers to use The E-verify program for new employees and imposes penalties for business that knowingly hire illegal aliens.

    · Consumption of public benefits by illegal aliens

Prohibits illegal aliens from receiving state services and benefits. Governor Sebelius in
The Executive Order No. 06-371 August, 24, 2006 clearly set forth this important public

Requires that no driver’s license or identification care be issued to any alien until the
Alien has been verified by the United States department of homeland security to
Be lawfully present in the United States.

It is really ashamed the Republicans have stooped so low that they think it is OK to pick on poor Mexicans and deny their children things like education and healthcare while they turned their backs and looked the other way when business was luring these people over here and hiring them. I can tell you that I can walk into any food plant in NW Wichita and 90% of the workers will be illegal Mexicans and the employers KNOW these people are illegal but they continue to hire and employ them anyway. But you don’t hear anything from the Republicans about THAT do you? Not a peep! Instead they would rather spend a few billion on a fence that will essentially cede the Rio Grande River to Mexico and cut it off from Americans and pick on little Mexican kids. I bet that makes the Republicans feel real manly when they pick on little kids and babies! Why don’t you Republicans pick on somebody your own size- like big business for hiring these people? Do you feel manly enough to do that? Or are you gonna pick on little kids while tapping your feet in airport bathrooms?

From what Max has posted from the Center of Immigration Studies that alone should give state Rep. Nile Dillmore, D-Wichita the info on the cost of illegal aliens.
But from what Amway has said “This is a delay tactic only by the minority. It is a tactic which works well in politic’s. By asking for a study, you delay any action by the majority.
Further, you complicate a simple issue by making it foggy to everyone.”

But — given the amount of red tape, and required identification processes, I am still wanting to know HOW they manage to get EBT’s and how they can come up with the necessary paper work to get WIC??

Also, remember WIC is only for very Young children…

with fake documentation you can get anything. They look at the photo, log the info, good to go.

E verify is a system of checking several ID items electronically. Cross references SS#’s, name etc. when there discrepencies it send up a flag.

The old paper systems without cross reference is too cumbersome and totally ineffective.

Chas, the illegals get welfare services by using illegal, fraudulent SSN’s. These are available pretty much anywhere the coyotes work out of, usually about 200.00. I think 60 minutes may have even did a segment few years back in LA, where it took them about 15 minutes and 100 bucks to get a fraudulent SS card.

This is why there is the part in the bill about the e-verify. This is calling into to the SS office to verify that the SSN is a good match. Alot of the pro-illegal employers will tell you that this is just to difficult to do, when it is actually very easy and quick. A company with 800 employees could have a response back overnight that will tell the employer that the workers name and SSN don’t match. As well it is not that difficult for someone who is legal to get the problem fixed if their SSN doesn’t match the name. Most of these with legal citizens is women who don’t change their married name on their SSN.

Lars Larson spoke that you don’t have to be pro-active in the roundup of illegals if you have the guvment doing its job. Tell every employer that has hired illegals, who don’t want to do the e-verify that if any of their SSN’s don’t match then the employer will NOT be able to deduct that employees wages from his taxes. As well I think should get a fine.

Now if the guvment is paying attention, those that are getting paid under the table will be found. Such as those construction companies who supposedly can build 6 houses a month but supposedly only has 4 employees, come on. Those should be harshly fined.

Also Chas you ever heard of the ITIN. This is a tax identification number that the IRS will issue to any employer for an employee who says that he has an employee who doesn’t have a SSN. This allows the employer to go ahead and deduct the wages and taxes of the employee. Since the guvment does nothing to the employer verify and get a good SSN from the employee is where the employer gets over. As well the guvment don” mind it just means more taxes for them, so they aren’t working to hard on that.

Another way the illegal gets over. You remember when you filled out your W-4 you had to put a number for deductions. The bigger the number the less tax that is taken out. Illegals knowing they won’t be checked on, will put 8 or 9 deductions so very little tax is taken out of the take home.

Don’t forget Chas it was the ACLU who made it illegal for an employer to even ASK if a possible applicant is and illegal immigrant. All the applicant has to do is sign the form that he is legal to work in the US. The employer has to accept that until other verification can be done, i.e. SSN. But how many do? Who’s watching them?

Kev, REAL conservatives WANT the corporations to be held accountable. I know that the corporations get more than enough tax breaks that they should NOT get any breaks when it comes to the hiring of illegals. They should be harshly penalized, at least in my opinion.

From my understanding, seveal states notably California, have the same welfare benefits for illegal immigrants as they do for legal immigrants and US citizens.

Many states, including California, grant drivers licenses to illegal immigrants.

And the drivers license is the ID they use to get everything else they want.

Creating a climate to enable illegals to violate Federal laws, should be illegal in and of itself.

Sanctuary cities and sancturary states, is that what you want across all of America.

It’s already happened. Why is that a surprise to anyone?

  55. Posted February 4, 2008 at 7:55 pm | Permalink

OK, so tell me… IF an employer accepts a fake SSN from a prospective employee… AND that employer witholds Income Tax, State Income Tax, AND FICA… IF the CARD is fake… then where does that Witheld FICA money go to when the employer sends it in??

    Hmmmm???

  56. Gene Raston
    Posted February 4, 2008 at 8:00 pm | Permalink

Chas the guvment keeps it, but like I said earlier, if enough deductions are put on the W-4 very little is taken out and the illegal is not do a return. And no, the guvment does not do anything. Oh they’ll send a letter to the employer telling them that so and so’s SSN doesn’t match, but nothing is done to the employer.

  57. Max
    Posted February 4, 2008 at 8:04 pm | Permalink

Chas you describe a problem that can be easily remedied by a proposal made by Mitt Romney.

An instant check system for employers. The employer enters the employees information and transmits to the US Government and gets and instant answer as to whether that person is who they say they are.

The instant background check has been used to authorize gun purchases for years. A similar system should be used to validate eligibility for employment in the US.

  58. Gene Raston
    Posted February 4, 2008 at 8:08 pm | Permalink

And now Chas you will probably say that well if the guvment gets the money, then the illegals MUST be paying for all of the services they get. WRONG. I’m not sure in KS but in the state where I live the average price per student, per year is over 10,000. ESL, over 12,000. Now picture 2 or 3 kids in Public school. Now picture the kids being seen in a hospital, what are those costs.
How about the costs for those that do break the laws by domestic violence, alcohol and such. Interpreters are not cheap. So we need an interpreter for the police, for the lawyers, for the courts.

Do you really think that the maybe 3000 dollars an illegal using a fraudulent SSN is really covering that cost.

  59. Gene Raston
    Posted February 4, 2008 at 8:13 pm | Permalink

    Sorry,
Do you really think the 3000 dollars and illegal pays in income tax covers the costs described above.
As well they get the discount or no cost breakfast and lunch for their kids at the school. Schools LOVE having illegals who don’t speak english because they KNOW they get more money from the State and the Feds. We even had one kid here in my state, that because the kid has a hispanic last name and both parents and the kid were born in this country, the school FORCED the kid into the ESL. The kid knew NO spanish and no one at the school would believe the kid that he wasn’t ESL. It took the parents two weeks to finally get the kid put in the regular class.

“In the future days, which we seek to make secure, we look forward to a world founded upon four essential human freedoms.

The first is freedom of speech and expression–everywhere in the world.

The second is freedom of every person to worship God in his own way–everywhere in the world.

The third is freedom from want–which, translated into universal terms, means economic understandings which will secure to every nation a healthy peacetime life for its inhabitants-everywhere in the world.

The fourth is freedom from fear–which, translated into world terms, means a world-wide reduction of armaments to such a point and in such a thorough fashion that no nation will be in a position to commit an act of physical aggression against any neighbor–anywhere in the world.

That is no vision of a distant millennium. It is a definite basis for a kind of world attainable in our own time and generation. That kind of world is the very antithesis of the so-called new order of tyranny which the dictators seek to create with the crash of a bomb.”

Theodore Roosevelt’s ideas on Immigrants and being an AMERICAN in 1907.

“In the first place, we should insist that if the immigrant who comes here in good faith becomes an American and assimilates himself to us, he shall be treated on an exact equality with everyone else, for it is an outrage to discriminate against any such man because of creed, or birthplace, or origin. But this is predicated upon the person’s becoming in every facet an American, and nothing but an American…There can be no divided allegiance here. Any man who says he is an American, but something else also, isn’t an American at all. We have room for but one flag, the American flag.. We have room for but one language here, and that is the English language… and we have room for but one sole loyalty and that is a loyalty to the American people.”

    Capitol Office Room 523-S

Subject: Kansas Illegal Immigration Relief Act (SB 458)

I need your help to stop the uncontrolled influx of illegal aliens who are pouring into Kansas. Our state has become a magnet for illegals because of our failure to enact fair, tough, enforceable legislation that revokes the following incentives for illegal aliens to come to Kansas:
Lax enforcement, free access to taxpayer-funded social and educational programs including state-sponsored tuition for children of illegal aliens, lack of verification of legal residence, failure to hold employers accountable for illegal employees, etc. Some of your lawmakers do not possess the will or the stomach to take on this issue, but something must be done now!

I have introduced “The Kansas Illegal Immigration Relief Act” (SB 458), cosponsored by Senators Barnett, Huelskamp, Journey, and Ostmeyer, and NOW is the time to show your support!

    IMMEDIATE ACTION ITEMS:

Please make the effort to be present at the Capitol in Topeka for the following two events.

    Action Item #1:

WHAT: “Kansas Illegal Immigration Relief Act” Press Conference
    WHEN: Thursday, February 7th, 12:00 p.m. (noon)
WHERE: Topeka, Capitol Building, 5th Floor, Room 526-S

We need to show the lawmakers in Topeka that we are serious! The best way to do that is to have
a massive show of support for SB 458. Please bring as many people as possible to this press conference!

    Action Item #2:

WHAT: Senate Committee Hearing on SB 458
    WHEN: Wednesday, February 27th, 10:30 a.m.
WHERE: Topeka, Capitol Building, 5th Floor, Room 526-S

Russell Pearce, Tex@s Rep. Bonnie Riddle, Professor and Immigration Expert Kris Kobach, and concerned citizens.

Please plan to attend the committee hearing to show your support for this bill as well as your
support for the work of these outstanding organizations and individuals.

    Action Item #3:

Contact your State Representatives and State Senators to urge them to support and vote for SB 458 as well as upcoming House bills by Rep. Lance Kinzer and Rep. Brenda Landwehr. You will find contact info for all Kansas legislators at the following websites:

“The Kansas Illegal Immigration Relief Act” (SB 458) will provide effective solutions for the problems that result from the:

    · Employment of illegal aliens

Requires public and private employers to use the E-verify program to verify legal status of
potential new employees and imposes penalties for businesses that knowingly hire illegal aliens.

    · Consumption of public benefits by illegal aliens

Prohibits illegal aliens from receiving state services and benefits. In Executive Order
No. 06-371 issued August 24, 2006, Governor Sebelius clearly set forth this important
    public policy objective.

This will establish a unified and easily understandable process for verification of lawful
presence by those seeking public benefits.

    · Lack of cooperation between local law enforcement agencies and the US Bureau of Immigration and Customs Enforcement

Encourages and allows all state and local authorities to enforce federal immigration laws.
Further, law enforcement agencies shall inquire into citizenship and immigration status of
    an arrested person.

    · Lack of employment identity fraud laws.

Creates a new crime of employment identity fraud. The penalty is severity level 8,
    non-person felony.

    · Lack of laws regarding identity theft in Kansas Driver’s License Laws

Requires the Division of Motor Vehicles to require any person applying for a Kansas
driver’s license who provides documents of citizenship to sign an affidavit swearing to
legal citizenship. Falsely swearing is a federal crime.

Requires that no driver’s license or state-issued identification be issued to any alien until the
he/she has been verified to be lawfully present in the United States by the United States
    Department of Homeland Security.

Why the “Kansas Illegal Immigration Relief Act” Is Needed NOW!

The problems and burden of 90,000 Illegal Aliens in Kansas are tangible and severe.
    Consider these facts:

Costs of Illegal Aliens in Kansas: $250 Million annually

    Health Crisis:

Hidden costs of health care and Medicaid related to treatment of uninsured masses,
Emergency rooms overburdened, increase in disease due to non-immunized individuals (e.g., tuberculosis), lack of childhood immunizations, treatment of non-insured work-related injuries

    Financial Crisis:

Legal taxpayers bear entire burden for social services rendered to illegal aliens,
Loss of tax revenues due to underground economy,
Undercutting/suppression of wages due to employment of cheaper labor reducing number of jobs available to legal residents,
Costs related to increased crime including identity theft (a $50 Million industry in the U.S),
abuses related to underground culture, drug trafficking, increase in financial losses/insurance claims due to gang-related crimes,
Increased burden on jails and prisons due to incarceration,
Increased costs related to public education

    Public Safety Crisis:

Increase in communicable diseases, public health and environmental issues related to sub-standard and overcrowded living conditions,
Increase in traffic accidents and injuries involving uninsured, undocumented drivers,
Unprotected border invites increased gang activity and potential terrorist attacks. Illegal Aliens come into our country. Kansas is currently providing a cover and a culture in which terrorists can hide with a reliable means of entry.

    Humanitarian Crisis:

Human smugglers extort, exploit, and abuse families and individuals who have paid to be illegally smuggled into U.S. Even if they survive the trip across the border, they are forced to lead fearful, underground lives without legitimate recourse or the appeal processes available to legal residents. They are often at the mercy of their extortioners and trapped in an underground slave labor market.

WE are rewarding those who have committed the crime of illegally entering our state, using forged documents and committing identity fraud.

WE are ignoring the exploitation and inhumane treatment of illegal aliens
and ignoring the underground slave labor market by pretending that they are here legally or that it doesn’t matter.

We must resist the instinct to let sentiment overpower common sense and the Rule of Law.
The compassionate response is to make sure that everyone here in Kansas is here legally!

We must not be deterred by the rhetoric of those who benefit from and exploit illegal aliens; their comments are without merit and used to advance their own agendas and their own financial gain to the detriment of Kansas taxpayers and exploited illegal aliens.

We must stay focused on the security and protection of our Kansas Citizens.

When you look at the cost to our education system, our social services system, our health care system, our prison and jail system, our law enforcement system, you are looking at hundreds of millions of dollars draining the public purse because we have not addressed this problem.

These public services were created with the tax dollars of legal Kansas citizens to improve the lives of legal Kansas citizens.

While Kansans are expending increased tax dollars dealing with these problems,
they are also competing with illegal aliens for Kansas jobs.
If the Economy declines, more legal Kansas citizens will be out of work,
and they will need the jobs currently held by illegal aliens. They need them even now.

Illegal immigration shifts the cost of labor from the employer to government (taxpayers)
State and local taxpayers are forced to foot the bill.

The existing gaps in the Kansas laws create an attraction and incentives for illegal
    aliens to come to Kansas.

Illegals are counted in the census which allocates representation and gives additional seats in the state assemblies and in the Congress, which in turn gives California and other sanctuary states disproportionate representation.

All of these points serve to illustrate that illegal immigration is unfair to both legal Kansas
citizens and to the illegal aliens.
We must stop the public benefits and jobs incentives that serve to entice illegals to our state. Senate Bill 458 will address these issues.

The only people who should be nervous about this bill are employers who hire illegals at a
cheap rate to gain an unfair advantage over their competitors. These employers exploit their illegal employees by paying low wages and providing no benefits. Employers pass these costs
    to taxpayers.

Illegal aliens avoid paying taxes, avoid paying for health insurance by using emergency rooms, and are counted in the uninsured Kansas citizens.

Kansas is becoming a Sanctuary for illegal aliens. Surrounding states are enacting tough laws to protect their citizens; these laws will encourage even more illegals to flock to Kansas.

California has sanctuary cities that are impacting:
CA State Budget deficit: $14 Billion and counting after spending increased by 44% to fund the CA welfare system,
Health Care Funding: $14 Billion plan to cover the uninsured, mostly illegal immigrants and their children.
Hospital Closings: Due to mandated and unfunded health care for illegal aliens has forced closure of 86 emergency rooms and trauma care facilities in California.
Housing inflation: Illegals have been encouraged to buy homes that they cannot afford, thus artificially inflating the prices. The housing crunch brings to light how illegals are really impacting our economy and housing.
    Prison overcrowding
    Highway congestion

We need to take control of this problem now and adopt SB 458 to address these issues in Kansas!

We need to dispel the belief that cheap labor is good and helps everybody.

We need to inform people that we are all paying the price for their subsidized labor and contributing to the exploitation of illegal aliens.

We must welcome, respect, and encourage those immigrants who have come into this country and state legally, but those who break the law must not be rewarded with the benefits and privileges reserved for legal citizens!

Act now to show your support!

    Yours for Better State Government,

    Senator Peggy Palmer

The immigrant haters couldn’t care less about facts. All they want is to get rid of people who don’t look like them and don’t talk like them. If the illegal immigrants were English-speaking Australians nobody would mind.

    Dear Senator Peggy Palmer

Do you have any idea how much it would cost to have a database at DHS, to keep track of the Birth Certificates of all legitimate citizens??? That would be quite a huge Sum of $$$$

    Gene,
” It is wanting our laws enforced.”

Ya know, your daddies said exactly the same thing when we demanded Jim Crow laws be rescinded. The segregationist code word for racism was “law and order.”

Jed, that is typical. anyone who promotes the enforcement of our long standing LEGAL immigration laws is labeled a racist. Too bad you side with those who are abusing the Illegals and cheating all the good people in line for legal visas. The illegal alien is the modern day slave. I personally have two relatives who have immigrated from South America, LEGALLY. I would not insult them by including the illegal alien in the discription of immigrant.

  76. illegal reform a must!

I don’t care what race you are if you’re white, black, brown, red or what other color you might be, Illegal is Illegal and if you think it is ok to break our laws then maybe you should check out Mexico’s Laws.

    1. There will be No special bilingual programs in the schools; No special ballots for elections, and all government business will be conducted in our language.

    2. Foreigners will NOT have the right to vote, NO matter how long they are here.

    3. Foreigners will NEVER be able to hold political office.

    4. Foreigners will NOT be a burden to the taxpayers. NO welfare NO food stamps, NO health care, nor any other government assistance programs.

    5. Foreigners can invest in this country, But it must be an amount equal to 40,000 times the daily minimum wage.

    6. If foreigners do come and want to buy land that will be okay, But options will be restricted. You are NOT allowed to own waterfront property. That is reserved for citizens naturally born into this country.

    7. Foreigners may NOT protest; NO demonstrations, NO waving a foreign flag, NO political organizing, NO ‘bad-mouthing’ our president or his policies. If you do you will be sent home.

    8. If you do come to this country illegally, you will be hunted down and sent straight to jail.

These are the immigration laws of MEXICO!!

Another thing is if you have kids in school and they are in a class where you have a translator and a teacher talking at the same time, how the hell are the kids going to learn when there is two languages being spoken at the same time? How distracting, talk about dumbing down our kids. Not just the English kids either.

If anyone likes the illegals so much then why don’t you move to there country because you don’t care about the USA and our values and you don’t mind being treaded on and taken advantage of!! GO HOME AND DO IT LEGALLY, WAIT YOUR TURN AND DON’T EXPECT HANDOUTS AND REWARDS FOR CUTTING IN LINE!!!

Before you call me racist, why don’t you vista http://www.dontspeakforme.org/

    RS,
” Too bad you side with those who are abusing the Illegals and cheating all the good people in line for legal visas.”

Bullshit! If you’d happen to have read my posts on the subject, you’d know that I favor A. Removing the bureaucratic and legislative red tape that forces immigrants to wait decades and pay thousands of dollars to get approved, and B. To provide a means of allowing those already here to become legal residents with a path to citizenship.
If we do A and B, those waiting in line would get an immediate approval (assuming they pass a security check) and those here would have the same leverage as any other worker to turn in exploiters and to apply for legitimate employment. Further, we’d have background checks and photos of immigrants we don’t have now, and the knowledge that anyone crossing illegally is up to no good. Now doesn’t that sound like an improvement over the current state of immigration?

Surprise! Surprise! The liberal media once again misses the point. First, it is pretty hard to dismiss the facts unless you are wearing your Polly Anna rose colored glasses which make everything look oh so nice and sweet. Clearly the illegals are an economic drain and they hurt worse those that can least afford it. But it is more glamorous and liberal to turn your back on American citizens in favor of law breaking exotics (illegal aliens).

For the sake of argument let’s say the economy breaks even with the illegals. The facts are, according to the Border Patrol and Department of Homeland Security that approximately 10- 15 % of illegals come from Eastern Europe, Asia and the Middle East. Of those only 10-20 are % intercepted. To put it in the words of the intelligence community (CIA, FBI, etc) thousands a year of “special interest aliens” from” special interest countries” sneak across our borders. I know those terms give images to the liberals of cuddlely challenged people whom they ( the liberals) can some how redeem themselves by conspicuous pampering but that term “special interest” means “terrorist” haven.( But of course terrorists are simply “morally” challenged persons that we the big bad Americans have created through our insensitive policies. And, anything the “terrorist” dish out we deserve. It is not clear what caused their anti-social behavior before we (USA) came along. I’m sure the number one suspect is Jesus the Christ. I’m sure the most liberal of the liberals cuddled around their TV’s and cried “give me another, please!” as they watched 3000 of their fellow citizens being burnt alive on 9-11) And, they cry about the immorality of the war on terrorist. Oh our brave young men (the same one’s they spit on during Vietnam) are needlessly dying in the Middle East. Not one word about the fact that more Americans are murdered and otherwise slaughtered by drunken illegals every day than are killed in the war on terror. That is a fact they will not accept. These facts alone are enough reason to close down the borders.

What about the untold suffering of the lower class Mexicans and South Americans who are raped and murdered by their smugglers. What comfort do the liberals offer them? None and besides once again it’s our (USA’s) fault those morally challenged smugglers and drug runners abuse the lowly Mexican and Central /South Americans. These poor people are just being exploited by the liberals as the new poster child to bash America.

Hey has anyone out there ever hear of the Fort Dix six!? Cute cuddly little aliens who like to play with guns and explosives around military bases? What about the plot to attack Fort Huachuca. Oh well no big deal.

I was taught that it was not wrong to be ignorant but it was wrong to remain ignorant. Shame on you liberals for remaining so in spite of all the opportunities you have had and all the information available to educate yourself on the true nature of this problem. I guess what it boils down to is that you are not ignorant after all but dishonest.

    Uncle Sam.
