So, Capn wants the government to run homeless shelters. Is this the same Capn that lambasts FEMA for incompetence? That attacks the Pentagon for inability? That decries the failures of Social Security Administration?
What branch, pray tell, would you have run homeless shelters? And how would you make that branch any more effective than FEMA?
FEMA under Clinton was very effective. Bush’s installation of dumb ass cronies has had much more to do with Federal government’s ineffectiveness than anything else.
Bush’s rhetoric: government is ineffective. Bush’s action: make government ineffective. Bush’s response: complain about the ineffectiveness of government. Brilliant – if you can get away with it…
The government won’t run the homeless shelters as long as there are charities and churches to do it. The government cutbacks to mental health programs are part of the reason we have so many homeless in the first place..they are glad to have charities provide the services they used to provide and pay for. The state has good deal going now and they won’t blow it.

* Because of your genuine concern, I no longer drink Coca Cola because I know it can remove toilet stains, which is not exactly an appealing characteristic.
* I no longer check the coin return on pay phones because I could be pricked with a needle infected with AIDS.
* I no longer use cancer-causing deodorants even though I smell like a water buffalo on a hot day.
* I no longer go to shopping centers because someone might drug me with a cologne sample and rob me.
* I no longer eat KFC because their ‘chickens’ are actually horrible mutant freaks with no eyes or feathers.
* I no longer worry about my soul because at last count, I have 363,214 angels looking out for me.
* Thanks to you, I have learned that God only answers my prayers if I forward an e-mail to seven of my friends and make a wish within five minutes.
* I no longer have any savings because I gave it to a sick girl on the internet who is about to die in the hospital (for the 1,387,258th time).
* I no longer have any money at all in fact – but that will change once I receive the $15,000 that Microsoft and AOL are sending me for participating in their special on-line email program.
Yes, I want to thank you all so much for looking out for me that I will now return the favor!
If you don’t send this e-mail to at least 144,000 people in the next 7 minutes, a large pigeon with a wicked case of diarrhea will land on your head at 1 pm. Just think of all the things Government messes up and then ask yourself if they can really do the things such as deal with the mentally ill, homeless and health care.

JR — Friend of mine was basby sitting a 4 1/2 month old Pit Bull female Puppy… BIG puppy… They said she is a real fraidy cat… their neighbor’s cat came to visit… the Puppy was so afraid of the cat, she bit through metal leash, and ran into a bedroom to hide behind a box!! LOL
My thought is: When does that fear go the other direction, and take the form of attack??
I’m concerned I haven’t seen a good looking republican man yet!

Hey Chas.,
Good question. The answer? These people potentially have a big problem. They need to have this dog evaluated by someone that can help. A very large percentage of dog bite incidents are a result of ‘fear biting’.
A large dog that has a lot of self confidence and one that is not a ‘fraidy cat’ is usually no problem.
A 4 1/2 old puppy already has many of its social skills hardwired. It may be too late to help this dog if they delay in getting help.
Let me know privately if I can be of help. I would be glad to look at this dog and tell you what I think. I’m familiar with the AKC temperment tests.

Hey J R,
This incident and the many other frequent times the Wichita Police end up shooting a dog is indicative of the underfunding and under staffed animal control.
Animal control is unable to respond in a timely manner to dangerous dog calls. Therefore, a police officer ends up being the go to solution. When he uses his ‘tool’ the dog dies.
Animal control staffing in this town is about 40% of what it should be for a city our size.

Yep, Cesar Milan. Magic man. We have a very talented lady right here in Wichita too. Dr. Weiss. She’s helped me with some of my rescue dogs.
I think she’s the best in the country. She ain’t cheap.

One of the things that Cesar Milan does, maybe the most important thing, is teach the dog owners how to handle their dogs.
Do you remember the scene in the movie “Horse Whisperer” when Robert Redford was talking to the mother on the phone? My favorite line in the movie, “I don’t help people with horse problems. I help horses with people problems.”
90% of the time it’s not the dog. It’s the people.

I don’t know what it would cost to change the situation. But you can be sure lots of people would scream about it.

31 stitches and a couple thousand dollars I hear. But since he was the guys friend the victim didn’t pursue it.

4 1/2 months. Yeah, I got that. Dogs transition through life, some that are alpha dogs will generally move toward being pack leader. Some never want to be, never challenge the lead dog.
A alpha pit bull with a good temperament will move to the leadership position in the pack with a minimum of aggressiveness. It’s attitude more than anything. Cesar Milan teaches people how to be the ‘pack leader’, in a calm assertive manner.
Puppies are generally hardwired by 6 months. Babies are hard wired by three years.
Now is the time to ensure that the 4 1/2 month old pit bull isn’t developing social habits that will cause trouble later in life. There is a big difference in a submissive dog and a scared dog.
