IN ORGANIZATIONS, THERE ARE OFTEN PEOPLE PROBLEMS AND THERE ARE LESS RECOGNIZED STRUCTURAL PROBLEMS.
I suggest this would be a good time to address the structural problems of the City of Wichita and for that matter the Sedgwick County government.
Wichita was apparently one of the first cities to adopt a city manager form of government back in the 1920’s or so, then known as a city manager/city commission form of government. Its a very strong city manager form gives almost all decision-making power to the city manager.
In the history of Wichita, the city had a very successful city manager back in the 1930’s named Burt Wells.
True, Wichita’s form has been tweeked several times over the years. One, the old five member city commission was enlarged to a regular seven member city council. And the mayor became elected at large rather than from the membership of the city council.
But now, I think Wichita should consider:
1) Giving the mayor a little more power over the city council and city manager.
2) Enlarge the city council from seven members to nine members at a proportionally reduced salary.
Also reduce their terms of office from four years to two years thereby, hopefully, forcing them to campaign door to door again.
3) Invite Mike Taylor, formerly spokesman for city of Wichita now an official of the Kansas City, Kansas/Wyandotte County unified government, to tell about features there that might be usable here in Wichita.
4) Then establish a real dialogue with the citizens about changes that would once again obtain “buy-in” and confidence by the people of Wichita and perhaps even Sedgwick County in their local government.

They aren’t my scientists. And it’s 400 scientists not 100. They are credible, peer reviewed scientists and they are not making “garbage claims”.
If you are really interested the Senate report is pretty informative.

Sen. Inhofe’s “report” is actually a report that the United States Senate Committee on Environment and Public Works put out.
Senator Inhofe is the ranking minority member. For that report to be published it had to have a majority of votes approving it.
It is the United States Senate Committee on Environment and Public Works report, you cannot dismiss it by partisan ad hominem attacks on Senator Inhofe.

Well, I’ve just about had it with you people and your grammatical errors! Apparently none of you know that ‘brain-fart’ is a hyphenated word. To write “brain fart” in a sentence without hyphenation would literally mean that you crepitated your brain tissue out your rectal orifice. (Well, now that I think about it … never mind.)
That’s odd WAR, I just did a quick dictionary search of “brain fart” and couldn’t find one instance for the two words needing to be hyphenated.
