Being effective usually requires being bipartisan

Sen. Joe Biden asked a good question at Thursday’s AARP presidential forum in Iowa: “What’s changed to make you think Hillary is going to be able to put together the 15 percent of Republicans” who will be needed to enact any overhaul of the health care system? Voters, particularly in primaries, often don’t consider the practical reality that Republicans or Democrats, by themselves, usually don’t have enough votes to get legislation approved. That’s especially true in the Senate, which can require 60 votes to cut off debate. So whether the issue is universal health care or Iraq, a president needs to be able to attract bipartisan support.

    The only time both parties act bi-partisan is when they agree to vote for everybody’s pork spending, now affectionately called earmarks.

    Call that effective?

    Bi-partisan means “not taking a stand on what you believe in”.

    Not having any core beliefs is the problem with many politicians.

    Aren’t they all protected with excellent health benefits, even better retirement benefits agreed upon by the whole bunch of them?

    Bill Clinton floated an interesting theory last night on “The Daily Show.” Used to be, members of Congress came to Washington for six or seven months then went back to their states/districts the rest of the time. But the relentless pressure of raising campaign funds now sends them out of Washington three or four days a week.

    Back in the day, Republics and Democrats would get a chance to socialize on the weekends, get to know each other personally, and even get to appreciate the other guys’ points of view. (Remember how Ronald Reagan and Tip O’Neil used to regularly meet for cocktails, even after they battled over policy and legislation?)

    Today, not only because a congresscritter has to go home and raise money (and be surrounded by partisans), many spend more hours a week on airliners (and airport bathrooms) than they do on the floor of the House of Representatives. Clinton joked, “Maybe it’s sleep deprivation that makes them so cranky.”

    Two steps could lead to more bi-partisanship:

    1) Public Financing and media accessibility for all congressional candidates.

    2) An Iowa-style non-partisan commission in all states to draw congressional districts.

    First of all it does NOT require 60 votes in the Senate to do anything. That is only a rule of the Senate and can be done away with at any time with a simple vote of 51 Senators. The Republicans almost did so last year when the Democrats were holding up court appointments (ie “the nuclear option”). The Democrats had better not play games when they get back a good majority next year. There is no need for “bi partisan” anything. They should ram their programs through with or without the Republicans. That is what we elected them to do. And thus far I am disappointed with this Congress that seems to be pussywhipped at every turn by Bush.

    And another thing on earmarks- the Democrats need to make sure they spend most money for projects in blue areas of the country. There is no need for new highways or other things in areas where people will not possibly vote for you. Remember the folks that elected you.

    Such a proposal would be illegal at best and as bad as anything the reps tried. If they only do stuff in blue states, red states should be exempt from income and other federal taxes. If the Constitution was being followed, states getting money would not be an issue.

    Ben my point was in reference to Kevs comment about only giving stuff to blue states. Control of Congress is not the issue. As someone pointed out recently, it is seniority. Seniority determines much in Congress. Majority rule controls much in other areas of Congress. If you look at how much senior Democratic Congresspeople districts received during the republicans years, you might be surprised. Same thing for senior republicans during the democratic years.

    As numerous others have stated repeatedly, saying they did it so now it’s our turn does not make it right. If it is wrong for one, it is wrong for the other. You also make it sound like this was started by the republics over the last six years. The demos have controlled Congress for many years before and were doing the same thing. Guess the republics learned from the demos.

    I want Congress to do its job and stop shelling out billions in pork. I do not care if the pork is for Wichita or for Walla Walla. A million there a million here adds up quickly.

    On your majority should follow the majority, that is outrageous. What happens when the majority leadership, republic or demo, chooses a stupid path? Should the party plunge off the cliff like lemmings? This is a bad tradition and has been a bad tradition since it was implemented many decades ago.

    The nation needs to come first with all Congresspeople, irregardless of party. They may not get reelected, but we did not send them there to get reelected.

    I am not saying the red states should get nothing but the lions share of the cash should go to the blue states and the swing states especially. The red states have been riding on the backs of the blue states for too long. The blue states pay the most taxes to the Federal Government while red states like Montana, Alaska, Texas and North Dakota rake in the dough for highways, bridges and federal installations. It is time that the Democrats remember the people that voted for them. Places like Michigan need new highways and renewal. Chicago is going to have to replace its 100+ year old elevated train system in the future. These should take priority over bridges in Alaska where nobody lives anyway.

    Not so. The Democrats who controlled Congress in the prior era under Tip O’Neill were always very fair with the red states. Any Congressman in Congress at that time will admit that O’Neill was fair to them and to their districts. It was Tom DeLay that changed the rules and decided that pork and jobs should be doled out on a partisan basis. So now the rules have changed and the Congress is much more like the City of Chicago- vote for me and you get a new trash container and your driveway sealed by the city. That is the way it works now and I see no need to change anything. If the red states want projects, they can turn blue.
