Now that Sedgwick County has rejected expanded gaming, some are asking whether a casino will really happen down the road in Sumner County.
Almost certainly. There’s nothing stopping it, since the county’s voters already approved it in 2005. The failure of the Sedgwick County slots option sealed the deal — an expanded and competitive greyhound track “racino” was the only plausible reason why casino interests might choose not build a destination casino in Sumner.
As it is, the casino market here is wide open.
The only other obstacle is a planned constitutional challenge of the Kansas gaming law, but those are long odds.

I sincerely hope that developers will put in a “Destination” Casino down there. And, I hope it is NOT like one of the tribal casino’s across the border in Oklahoma. Those are pretty pitifull. I hope that those developers put up such a GRAND DESTINATION with a water park and large nice Hotel that will bring people in just because it is beautiful! They deserve it since our fair city decided we weren’t going to have one.
Appears there are some people that can’t wait to throw their money right into the giant wallets of Casino owners.
The same will complain about the poor, can’t afford health care, the homeless and generally anything that requires financial discipline.

We can call it ‘Sumner County’ Casino, which technically it is, but the Casino is for the Wichita area.
Remember, that last Tuesday’s vote, wasn’t if a Casino will be in the area or not, it was basically where. And the vote sealed it for a Casino in South Wichita area.
Although, many of the NoNoRahRah crowd where lead to believe or hope that a No, No vote would mean, no Casinos in our area. During the debates, the NoNoRahRah spokesperson referenced that a Casino going in Sumner County was far from a done deal and may not happen. Actually they hope it doesn’t happen, and are betting on it.
I wouldn’t be surprised to hear that Mark Kahrs helps out Harrah’s with their Constitutional Question suit on State-run Casinos.
If Walt Chappell would whine about this race like he did his own we could turn this thing around.
Walt can call it a fraud. Accuse the county of allowing the machines to be hacked into.
Walt Chappell you were so quick several days ago to provide us with your web site and explain to us that if you are ahead in the advance votes you cannot lose unless the machines are tampered with. You have made these accusations multiple times but you have no proof even after you got a recount, the sheriff’s office did an investigation, and the DA found nothing.
Walt Chappell it is time for you to put up or shut up. Where is your proof? We want to know because if there truly is fraud going on out there then we need to stop it. We could actually turn this election around and end up with a yes vote.

In a previous post you responded to one of my posts about the Gambling Bill being poorly written and debated late at night. Your post was very specific about the actual events in the Legislature. I don’t _KNOW_ the post about Chappell came from Landwehr. But variations on that post have been popping up all over the WEBlog over the past week. I know a few people who dislike Chappell enough to post about him this way, and they’ve all denied doing it (yes, I asked). But to answer your question, I was just having a little fun at Landwehr’s expense.
I’m flattered that you would think I’m Representative Sawyer, the former Democratic Speaker of the Kansas House, but alas, you’ve guessed poorly. Nor am I currently a lobbyist, although I do have one in my employ.
Wait a sec. The No’s said that a casino would never happen. But it is. They said that it would cause an increase in crime for anywhere from 20-100 miles… So does that mean the crime will still go up since a Sumner casino will still be within their range?
So the sum gain the no campaign got was what? Lost jobs? All their fantasy crime will still happen.

Walt Chappell ran an unsuccessful “campaign” against Brenda Landwehr in the 2006 cycle. He made a lot of noise about how the election was “rigged,” and even went so far as to accuse Landwehr of hiring the poster we know as “Kansas Meadowlark” to hack the iVotronic machines.
Isn’t this quaint, the troll is now citing his own website as a “valid” source of information. That sounds alot like the ID idiots citing thier own “research” as a valid reference source.

Anyone with any real interest in looking up all the committee minutes, the testimony for and against the bill, the conference committee report, the floor debates, etc., can did through the Legislature’s crappy website. It’s all there, it’s just very poorly organized.

Once you’re used to reading legislation, it’s not so bad. But yeah, SB66 isn’t an easy read. It’s a complex bill dealing with a lot of complex legal issues.
It’s like the conversation on the Missouri Stem Cell thread yesterday - the MO Constitutional Amendment is full of changes and additions to exising MO statute, and is difficult for someone unfamiliar with legislation to follow.

A motion picture where actors play roles to simulate a real life or fantasy situation.
Some movies can be inspirational, thought provoking and change the way we view things like the movie “Philadelphia.”

A hockey Game.
Surely you remember this:

Perhaps there will be a magic show of Las Vegas proportion. With your child or loved ones, you watch in amazement as the magician makes a car disappear before your eyes. Or perhaps it will be a show of acrobats and graceful dancers in “Cirque du Soleil” that captures the imagination of young and old. Maybe that rare chance to catch a “Big 10″ basketball tournament game and you were there with your son or daughter as the giant basketball center was dunked over by the six foot guard from Kansas.
How come one replace the moments of magic you share with a child or a loved one?

What folks fail to realize is that there are NUMEROUS ways to generate money - gambling is just one of them.
Since Wichita doesn’t want gambling - lets quit grumbling - and worse, wishing them ill, and move on to better money-making ideas.
I realize it’s a disappointment for many, but you’ll have a short drive if you want to flush your bucks down the loo. Take heart.
Maybe if the adults in the community could sit still long enough to focus on some events for our youth, we could keep them off the streets and out of trouble more.

Tom, I would say the same thing about all 125 state house members and 40 state senators, and our city council, our county commission, etc.
Mr. Sawyer, according to his website, talks a good line about government accountability, cutting waste, etc.
But, for example, is he in favor of school choice? Of eliminating almost everything the state of Kansas does, instead of merely eliminating waste and streamlining? He would need to do these things before I would admire him.

If I go to the football stadium,the basketball court,water park,movie theater,most any other for of entertainment,what is the product I take home? The answer to these as well as a casino is simply entertainment.
Tom – there was not a debate on the version of SB66 that passed. There was an amendment that replaced the entire bill on the floor of the house. It was almost 100 pages.
So to be accurate there was no debate on SB66 in a committee.

Using the same logic movies, concerts, NASCAR and roller skating should be banned. After all you are throwing money at the rich owners and taking no product home!
If they are going to build a casino in Sumner, the ideal place for it would be in Mulvane and not Wellington. Mulvane is closer to Wichita and right off both I-35 and K-15 and it is further away from the many tribal casinos in Oklahoma.
I am planning to build my casino on the first exit south of Wichita in Sumner County. Where else would you build it? Wichita is the casino market, not Wellington.
Wichita is a dump anyway. Like a casino is going to make a difference.

How can you say there was “no debate?” Twelve hours is a pretty damned long debate. And the amendments to the bill were made after debate by the House Committee of the Whole (that’s the legislative language for floor debate).
Also, please note who made the final motion to pass the bill: Senator Barnett. You know, the Republican candidate for Governor?
I’ll remind you: The Kansas Legislature is 100% controlled by the Republican Party. They control both chambers (78 to 47 in the House, 30 to 10 in the Senate), they control all the standing committees, select committees, conference committees, etc.
I don’t know why people keep trying to spin this as a “Democratic” gaming bill.

The organization I’m part of works for non-discrimination based on sexual orientation. You know, what some people like to call “gay rights.”
We had nothing to do with the gaming bill as an organization, and I had nothing to do with it personally. I spent a lot of time in Topeka on other business this session, and watched much of this go through the “sausage factory.” What aggravates me is how the radical “conservative” spin their lies in the media, and their shills and “true believers” repeat them on this blog and elsewhere.
The Democratic lies and shills are just as bad as the Rep. ones. I am not defending either side’s decision to lie.
Tom – if a bill is going to have a true debate it is done in the committee process and changes are normally made to the bill. Then it goes to the floor for debate and other amendments are made to the bill.
SB66 – went to the floor and then was completely changed with an amendment that was almost 100 pages. That became the bill. This bill was not debated in the committee process and legislators did not have an opportunity prior to the floor debate to review the big amendment that became the bill.
This amendment was put together behind closed doors and not done in view of the public. There were no amendments allowed during the floor debate in either the house or the senate because the democrats had decided to vote as a block along with some republicans. I take that back there were two amendments allowed and that was the one for Sumner County to get 1% of Sedgwick Counties take and for Dodge City to have a casino. These were planned in advance so that the legislator offering the amendment would get public credit for them back home.
Just because the republicans control the majority does not mean the democrats do not have the ability to impact legislation. There are procedures they can use and coalitions they can build with republicans.
So the bill did not have a public hearing.

No one listened to me back then and it is too late now to do anything about the hidden amendments without uprooting every legislative action done.
There were more shady deals done in this legislation than one can shake a stick at.
Kansas - i think what happened was that OPPONENTS of gambling crafted such a lousy bill they figured it would be defeated. It wasn’t.

All committee debates, including conference committee debates, are open to public view. Floor debates are open to public view. The record of both the House and the Senate shows vigorous, open debate on a bill that had been worked and reworked repeatedly through the session.
Nothing - NOTHING - would have happened with this bill without the Republicans who control 100% of the Legislature saying it was going to happen.
I’m constantly surprised by how the hard core radicals do everything they can to blame the Democrats for the gaming bill. READ THE RECORD. This was a Republican bill, start to finish.
Or are you saying the written record of the Legislature is a lie?
