Blunt-spoken Park City Mayor Dee Stuart is running for Sedgwick County Commission, and she’s rightly been giving commissioners heck for their failure to approve a county vote on casino gaming, as the public wanted. She also promises to address unsolved problems such as trash and recycling, the homeless population, and overcrowded jails.
Stuart isn’t shy about speaking her mind, and can be over-the-top at times. Still, Sedgwick County voters need to hear a vigorous debate on these issues.

Every County Commissioner except Tim Norton voted to knuckle under to the right-wing extremists in the Republican Party, and refused to let Sedgwick County residents vote on whether we want our community changed by a destination casino. Those four Commissioners showed a complete absence of backbone and leadership. Moreover, they’ve already signaled an intent to add again to the Jail – and will raise the mill levy to do it. This also shows an absence of vision when they so easily adopt another jail expansion without consulting the voters, but won’t allow voters a say on a casino. This kind arrogance should by dealt with decisively with a resounding defeat at the polls.
The commissioners hired an expensive consultant, who told them on the subject of jail expansion: “If you build it, they will fill it.”
The commissioners all nodded their heads and said “Interesting.” And then shortly thereafter started a campaign of how we are different from every other community in the U.S. And then promptly built more jail space. The big surprise here is that more space is needed, now. Truely Shocking.
Don’t expect our current group of commissioners to do anything that might be difficult or require too much thinking.
I hope some other candidates come forward for other seats. It’s time to clean house and get rid of Winters as well.
If she is so into the casino issue why doesn’t she run for the legislature?She has not worked on anything else. It was interesting when she kept telling the county commissioners that the Governor was demanding a vote but she was not able to produce any documentation to prove it. When the Governors office was contacted her people denied that the Governor had said that.
I would be a bit concerned that she does not get her facts straight and she appears to be a one issue person. A couple of weeks ago in the paper she was quoted as saying that if the city of Wichita could raise taxes with a vote for an arena then the county should be able to have a vote on casinos. She obviously was not aware that it was the county that had the vote not the city and that the county will own and operate the arena.
What is it that Lucy has not done that Dee wants? It appears that Lucy was trying to work with the legislative delegation and honor their request for the county not to have a vote until the legislature decided the issue about the state going into the gambling business. The legislators said a vote would be the thing to do once that decision was made. They did not say the people should not decide on casinos. Most people that support casinos do not want to see the state as the owners of them. Kansas would be the only state in the county to own one. The concern is the political corruption if the state owned casinos. The legislature has been trying to deal with that on one of the gambling bills that’s said no legislator or their family members could profit from the casinos. Apparently Senator Jim Barone is in charge of the non-profit organization in his area that might get a casino and his son Kevin is working for Bob Knight and Sumner County on casinos. It appears to be a little self serving for the Senator and his family.
Will Dee give up her mayor gig or will she just give the people who elected her mayor what little time she might have available for them while she is out campaigning for another job? If elected how will she be able to work with the legislative delegation if all she does it get in their faces? Dee was able to upset some key legislators while in Topeka including Senator Greta Goodwin who is a Democrat. If the county does not have a working relationship with the delegation I think will be difficult for the county to get things from the legislators when they need assistance. Dee probably has not even thought about that. How would Comcare continue providing services for the people of Sedgwick County if the commissioners don’t work with the delegation? What about the funding for Starkey? Two important programs for the people of Sedgwick County. The legislators from Sedgwick County have been very helpful because of the working relationship with the commissioners.
I am concerned that Dee is a one issue person and would not be working in the best interest of all the people in Sedgwick County which also includes Wichita. Lucy has done a good job for all of Sedgwick County and will continue to do so. She looks at the entire issues not just one. Dee stay in your little one woman area and you will be fine.

KFG, Lucy took over the post when Carolyn McGuinn won the Senate. And, this is her first experience into politics (unlike loud-mouth Dee Stuart). SO, this begs the question, who is really part of the good ol’ boys club. Dee, who changes her mind more than the wind blows in Kansas, or, Lucy, who does support Casino’s, and said so in a open records available document to the Gov and State Legislature. Does anyone have a link to the letter?

Why are you so interested in having the County spend money on a vote that is non-binding?
Do you want the state to get into the gambling business? Why should Kansas be the only state to own casinos? Does Kansas know something that Nevada does not know? Can you not see the political corruption that would come with the state owning the casinos?
I think the people should be able to vote for or against casinos. I just do not want the state owning them. From what I could find in my research there has not been a proposal in Topeka to change the constitution so that the state would not have to own the casinos. So my point is that once the state in no longer the owner/operator then there should be a vote.
It would make more sense to change the constitution and then have a vote by counties on casinos. It is wrong for Topeka to decide where a casino is built. If casinos are truly good for the economy why should the state limit them? If gambling is what Kansans want why not be more like Las Vegas and have gambling available anywhere? Is there any reason why we cannot have slot machines in other businesses just like Las Vegas? If that is what the people want then the people should be allowed to make that decision. It is wrong for Topeka to decide where a casino will be built.

Sounds like the Good ‘ol Boy network, as KSF refers to, support casino’s, but history tells us, as in the case of the Wyandotte vote, that the State Legislators DON’T take non-binding referrendums into consideration, as evidence in the following comments by Commissioner Winters in response to Tim Norton’s No vote (which, by way was a last minute change of mind)…“Well thank you and Commissioner Norton, I appreciate yourcomments and I agree with some of what you said. I certainly agree that more and more people arecontacting us, wanting a final solution, but it’s obvious that the Wyandotte vote ten years ago didn’tprovide a solution and a vote here, in Sedgwick County now, will not provide a solution but Iappreciate your comments and I know you’ve been one that has been trying very hard to make surethis commission stays together on all kinds of issues and we appreciate that and so, I certainly amgoing to understand your vote on this but I’m going to stay with my support. So, now you have the truth. Sedgwick Counties do support a casino vote IF State Legislators would do their part, because history (Wyandotte) has proven that when a county does hold a non-binding referrendum, the State doesn’t hold up it’s part.

The part that said we should have the vote AFTER the legislature acts when the legislature will act based upon the outcome of the vote. You might think that is common sense Mr. Man but it is really just stupidity.
The state has told us very clearly what we need to do in order to have casinos–have a vote FIRST. We can’t change the rules of the game now. The state is not going to go back and change the way it has organized this process just because one county in this state is too stupid to follow the rules. This excuse that we’re “wasting money” on a nonbinding vote is absurd–a similar retroactive process we used for the downtown arena. Harvey and Sumner County were ignored in the last session because they are not Sedgwick County–one of the counties already approved for a casino if WE WERE TO JUST VOTE ON IT.
This “non-binding referendum” debate (read: crap) is just a way for the casino opposition to stall or outright kill not only our chances for a casino, but also the American democratic process.

Look folks, simply put, typing slowing, there was a non-referrendum vote in Wyandotte County 10 years ago in favor of a casino. Effort and money spent, resulting in no Legislative action. Fast forward to present day, learning from the past, our current County Commissioners made a gutsy principled-based decision to put the Governor and State Legislator on notice that not only did Sedgwick County want a Casino, but that they would put it to a BINDING vote IF the State passed a law. Similar model to liquor by the drink (which by the way did not require a non-binding vote prior to said law).
Arena vs Casino. Raise Sales Tax vs ???? Come on. Apples and oranges.

As for my research on the casino issue and gambling a spent some time going over different journals of the house and senate sessions for the past several years and could not find where a change to the constitution had been discussed. I also went through lists of bills that had been introduced and could not find anything that would change the constitution so that the state would not have to own the casinos. So that is my research. It is not a simple little link you can go to and get quick answers. You actually have read and sort through several different items. Most of it was on the State of Kansas web-site it just took a little time. The way I see it if you are truly interested in a topic you should take some time to study it.

Regarding the voting for a casino. The Sedgwick County commissioners were challenged just a few weeks ago by Dee Stuart that a vote was needed because the Governor said so. Well the county called her on it and when Dee contacted the Governors office they said the Governor had not said that. So who’s telling the truth? Dee or the Governors staff? If you look at the bills that have been presented this year you will see that casinos are being proposed in counties that have not had a vote and you might take notice that the bills give Ruffin (a big financial donor to the Governor) a large amount of slot machines. I believe the amount of slot machines for Ruffin is more than all of the Indians Casinos put together. Why is that? Is it payoff to the Governors financial donor?

Why do you call it dirty gambling money? Is gambling money dirty? I am somewhat confused with that comment. Have spoken to any of the legislators you refer to or are you just repeating things you’ve heard?
I called a few of them after Dee Stuart made her big press announcement to see what they had to say. One of the things that stuck out in my conversations with them was they were concerned with the idea that Dee was trying to make people believe that you should only take campaign contributions from people that you agree with and will always vote the way they want you to vote. That is concerns me because I do not want to see legislators purchased. I did not have one of them tell me that it was a moral issue for them. In fact several of them have been in casinos before. It just was not that big of a deal for them. They did express concern about the financial side of casinos. Several of them talked about studies that showed what it does to a community and what the costs of the social would be. They acknowledged that there was gambling already in our state that was already impacting social costs but they could show how having more casinos those costs were increase dramatically.
A couple of them were even willing to look at the casinos if the state was not the one owning them. This concerned all of them a great deal. The potential of political corruption was a major concern. Which I think it should be. They pointed out that the number one state for gambling (Nevada) does not own a casino. They were also concerned about background checks not being done on everyone that would be employed or have a financial interest in the casinos. Apparently several of those proposing the casinos don’t really want to deal with background checks. It was also pointed out that most of the time the casinos had failed in the legislature was actually done so by the proponents because they would get upset over there portion of the take.
I also asked them about the potential for the money to be used to fund education. Several of them were not interested in teaching children that you could get something for nothing. It was pointed out that some teachers in Wichita had gone to the local school board and asked that they not support gambling for education because they felt it sent the wrong message. I asked them about the money Missouri get’s from gambling that goes to education and they suggested I take a closer look at that one. They had information that showed gambling dollars indeed went to fund education in Missouri but they also had removed some of the states tax dollars from funding education to fund other things. So it really was not an increase.
I apologize for this being long but you did ask some questions and I felt that you should get some answers. I’m wondering just how many of you have ever really taken the time to research any of the topics you comment on or taken the time to contact legislators including your own to get more information? You will find it worth your time.
I wonder why the Legislature has framed this issue such that the State would be owner of any Casino built? Ruby, my problem is with the county commission trying to tell the State of Kansas what to do. It’s common sense it can’t work like that. You say they made a “gutsy” move and “put them on notice.” This is not gutsy, it’s arrogant. It’s arrogant because they expect the legislature to change its plans to accomodate just us. Have you lived here long enough to figure out Topeka does not give a rat’s ass about Wichita??? We must play by their rules for now until our reps can learn to play well together and represent this part of the state as a unified body.
Sure, it has been 10 years since Wyandotte voted on casinos, and they are a hell of a lot closer to getting one than we are. Had the bill passed, they would have had one and we’d be left out.
Bottom line, the county needs to check its attitude at the door and play by the rules. If I’m not mistaken, there is a general election coming up this year. Put the casino referendum on the ballot. We won’t have to make it a special election.
Oh, and the arena vote is a valid comparison. The state had not already given its permission to increase the sales tax rate before the vote. We voted and THEN had to get the legislature and governor to approve it. Sounds pretty similar to me.

If you’re pro-casino, why do you appear to be taking the path of MOST resistance? Why are you insisting the county blaze its own trail–that could very well prevent us from ever having a casino–instead of doing what the state has already told us we need to do in order to have a casino?

PC, the non-binding referendum DOES serve a purpose. Sedgwick County will not be included in gambling legislation unless we FIRST vote on it. This is what the state has said. Why are you ignoring what the state has said???
I’ll agree with you, man, this sure is backward. Ideally, there should be a better way–the way you describe. But “coulda” and “shoulda” or “woulda” gets you nowhere in life. We have to work with what we’ve got, and do the best we can with the cards we’ve been dealt. The state has told us: “If you want a casino, you have to do it this way.” So let’s do it and get it done–let’s stop fighting things we cannot control.
Ruby, I’m not a big fan of the state both owning and operating the casino, either. That’s something legislators really need to reconsider when they introduce the bill again. But we should not hold up our referendum just because of this.
Bottom line: we need to send the right message to the state–”We understand what you want done and we want to work with you, we will hold a referendum soon”–not the wrong message–”We don’t really care how you want to do it, we think our way is better, go screw yourselves…”
August would be the ideal time for a referendum.
The County Commissioners have already said that they would put the Casino to a vote in the general election. Who are you going to blame then? I’m looking forward to Dee Stuart running, actually. The state has not said a community must have vote to get a casino. Wichita is not going to be included in a gambling bill. The Governor owes a lot to Phil Ruffin who owns the Greyhound park. He does not want a casino in this area. He only wants to have slot machines at his track. Why? Becasue they are the most addictive and the most profitable.
Even Dee Stuart found out that the state was not demanding a vote of the communities. The Governors office told her they were not and there has not been anything from anyone els.
Ruby, Phil Ruffin has offered to turn the Greyhound Park into a full fledged destination casino if the state passes gambling. He’s not interested in just slot machines, but he’ll take what he can get. As I’m sure you know, the state has identified four areas where it would allow casinos: KC, Pittsburg, Wichita and Dodge. The last gambling bill shot down would have allowed casinos ONLY in counties that have ALREADY held referendums.

Look for the casino question to be used by the wingnut/evangelical crowd to drive their base to the polls. They need something since gays are not on the ballot, and the new gays (hispanics) are not on the ballot, and guns are not on the ballot.
So… to get the wingnuts to the polls, the only “god, guns, and gays” issue will be that jesus hates gambling. I bet that meme gets going from the pulpits of terry and joe real soon.
August would be ideal for the wingnuts like PC and Ruby because it would drive their evangelical base to the polls again for the primaries. Ensuring that only wingnut r candidates will be on the ballot in November.
I guess that is good for democrats but not good for republicans as a whole, since wingnuts in November (does that sound like springtime for hitler?) will be good for those running against the fundamentalist kansas taliban candidates.

Did you flunk reading in school, KSF? What part of “I am for casinos” don’t you understand? I have to give it you, though. You are entertaining at times. I just don’t have enough time in the day to keep you honest. I did write about my free market conservatism as opposed to your free market liberalism. Maybe our friends at WE can start a blog to debate the free market hypothesis.
Regardless of when we will have casinos, we have already realized some of the social cost so not sure that is an anti-casino argument.
kfg – August is the time of the general primaries. It comes well before the November elections. On the other hand, by August it will be moot anyhow; the legislative session will be long over by then.
In all this talk there is someone missing. What about Kelly Parks? He was the first to file by petition for the 4th district county commission. He has 30 years of listening experience and is ready to listen then act decisively. He was the first to discuss more than just the casino issue. Has anyone listened to him? For a positive move in the right direction maybe it’s time to elect someone who will listen and be decisive.
