It’s good that Kansas sent 120 National Guard personnel and two Black Hawk helicopters Friday to assist with the aftermath of Hurricane Katrina. But it again raises the question: Why didn’t federal officials ask for this help sooner? Why weren’t state National Guards and Army Reserve units on call — or already on their way — before the hurricane landed?

I enjoyed the comments made by the mayor of New Orleans, “troops are locked and loaded” ready to shoot on sight any looters. And just who is he proclaiming this too? The millions without electricity? Does he have a bullhorn with a 50 mile radius capability? It’s almost comical, if it wasn’t so pathetic. Why isn’t he taking control of the situation? Isn’t that his job?
Bush sent the Lousiana Guard to Iraq for his Folly. The governor should sieze power over his own Guard and bring them back home. Send Bush’s daughters to Iraq.

NO ONE knew the severity of this storm. It’s impossible to plan for every eventuality. The lead story on the news right after the hurricane hit was that NOLA had been spared. Woops. Does the media blame themselves? Yeah, that was a little joke :-) Of course not.
It wasn’t until Tuesday during the day that the levee broke. It’s Friday, people! Life isn’t a video game, things don’t happen instantaneously. Relief is getting there now. This is going to work out. Sorry, finger pointers.

NEW ORLEANS, Louisiana (Reuters) – Authorities in New Orleans ordered hundreds of thousands of residents to flee on Sunday as Hurricane Katrina strengthened into a rare top-ranked storm and barreled toward the vulnerable U.S. Gulf Coast city.
Mayor Ray Nagin warned that the dangerous hurricane’s storm surge of up to 28 feet could topple the low-lying city’s levees and flood its historic French Quarter when it makes a second, and potentially more deadly, assault on U.S. shores. It killed seven people in Florida.
“Ladies and gentlemen, I wish I had better news for you but we are facing a storm that most of us have feared,” Nagin told a news conference after reading a mandatory evacuation order. “This is a threat that we’ve never faced before.”
Its track could bring it through the heart of U.S. oil and gas production in the Gulf of Mexico, much like Hurricane Ivan did last September, and Katrina seemed likely to affect already sky-high gasoline prices.
“This hurricane has the potential to cause extreme damage and large loss of lives if they don’t take action very soon,” Max Mayfield, director of the hurricane center, told WSVN television in Miami.
In the French quarter of New Orleans, shopkeepers sandbagged art galleries and stores, workers boarded up city hall and traffic jams formed on the main routes out of the city as residents heeded the advice to seek shelter inland.
Along the neighboring Mississippi coast, residents also prepared.
President George W. Bush declared an emergency in Louisiana and Mississippi, a measure that allows federal emergency assistance to be deployed.
ABC News 8/30/05A shift in the hurricane path may have spared New Orleans from the worst of Katrina’s wrath. 13 Action News has learned her parents spent the night in Mississippi and are on their way to Arkansas. Her parents have had a hard time getting through to anyone because the circuits are down.

This thing had been predicted for decades, and the Bushes cut levee and FEMA funding in 2002.
If that makes me a Monday morning Quarterback, it also makes the administration late to the party.
The magnitude of this disaster and the ineptitude of the response is, indeed, Bush’s fault. When you’re President, and you’re actually a grown up, you accept responsibility.
Time to resign.
I don’t think President Bush should get all the blame. Katrina is a national disaster, after all, and it’s very likely any government would struggle mightily with its fallout.
Still, his response repeats a pattern of behavior from which I think it’s pretty safe to conclude that he’s proactive around only a very narrow range of issues. Likely issues that can keep his interest, and not necessarily issues that are best for the US (in my opinion).
For instance, he was reactive (not proactive) to the events of 9/11, to nation-building in Iraq, and to Katrina (to name just 3 big ones).
By way of example, I found it half funny (groaningly funny) and half sad that President Bush announced on television yesterday that [paraphrasing] “I don’t think anyone anticipated the levees breaking.”
I think I must have had 4 conversations about Katrina on Sunday, the day before it hit. The big topic of each one was, “what happens if the levees break?” and “are there enough NG troops on domestic soil to take care of NO if they do?”
I mean, I don’t know what they were talking about on Sunday in Crawford, but I was in a couple backyards in Wichita where the levees were discussed pretty thoroughly.

The governor can’t bring his national guard troops back from Iraq. Once they were activated by the fed. they came under the president’s control. I agree they shouldn’t be there but recalling them by the gov. is not an option so we need to look for other possible ways to solve the problems.

I’m no fan of Bush. But I can’t put all the blame on him. Yes funding was cut for FEMA and the Army Corp. year after year. But let’s also put some blame on congress.
Let’s also put blame on those in power in New Orleans who ordered a city wide evacuation but didn’t provide busses or any other way out for those with no vechile of their own. Most of those left are the poor who had no trnasportation and no ability to pay for a way out. That should have been taken care of at the local level before Katrina hit.
There is going to be plenty of blame to go around. For now however, I say we withold blame until things stablize. Once we get everyone off roofs we will have time for finger pointing.

Louisiana has had 37 governors, 5 republican and 32 democrats. The last governor, a democrat, was elected in 2004 and she was preceded by a republican who held the office for eight years. The governor must request federal assistance. Generally, the state guard is activated. If the governor needs more troops, then the federal authority can assign and attach other state guard units to the requesting state.
As I have said before those 3 are just a bunch of butt sniffers.

I didn’t know that the president visited everey cities councel meetings just to make sure they all have a good emergency prepardness plan. Seems to me insted of the Mayor of N.O. acting like a fool and placing blame on others, maybe he should have done something to get those people out of there. Dick Cheney not coming back from vacation even now is simply inexcusable. He should be back in Washington using all of his connections and resources to and working this problem. Thousands are dead. If 9/11 happened, would it be OK for him to continue his vacation? He should be the busiest of all.
These people are not royalty. This is their JOB. All of those people trapped without food and water are U.S. taxpayers, U.S. citizens! They are not refugees.
The government works for us. If they don’t mobilize their asses when a national catastrophe happens, and was predicted to happen for days (aside from all the studies about what could happen), what the hell good are they? We’re all helping – America is helping, and their lame response to this situation is unacceptable.
Wichita hospitals will soon start receiving victims. Some of us will house the citizens who need places to stay. Some of us will travel down there. We will be doing what we can to help.
And as we put the pressure on them to get their asses in gear while tens of thousands of Americans are dying and desperate, the second-in-command didn’t come back until yesterday? We won’t forget.
But we all agree that this ridiculous performance of the Federal government will never happen again. And the time to pressure them into action is NOW.

Gail is absoluely right. There are lots of questions to be asked; but in the end, people need to be better ready to take care of themselves, and local governments should have better disaster readiness. How ready are you?
If you don’t have a home tornado plan and a stash of food, water, clothes, & provisions for a few days, then you aren’t ready for a disaster. You’re expecting others to provide for you in the event of an emergency. You’re part of the problem.
Of course, there are people who can’t help themselves — the sick and infirm, etc. So we need local disaster plans. Does Wichits have a valid plan? Sedgwick County? the State of Kansas? Fortunately, we don’t have hurricanes or bad earthquakes, but there are lesser problems that we should be ready for as a community.
Most importantly, we should all know what these plans are so we can be ready to comply and help with carrying out the plans.
Finally, I wonder how much of the hurricane disaster is due to people ignoring weather reports because TV and radio weather men and women LOVE to be over-dramatic about approaching storms. People have become so jaundiced about overblown weather reports that the reports have no credibility.
That has to stop. We need sane weather reporting. Here in Kansas, we endure hype about approaching tornados that never come, just because a fence blows over or someone sees a type of radar echo that usually means nothing. I know that weather reporters are afraid of being sued into oblivion for failing to warn, but the end result is that people die because their endless warnings are too much “crying wolf.”

But they aren’t being allowed in. And they’re growing frustrated.

How many people might have been saved if he wasn’t in the middle a friggen 5-week vacation?! But What are we paying for?
Isn’t it a sad commentary on bureaucracy which for lack of a better explanation seems to always be at odds with or at a loss of timely, effective common sense measures and procedures.
Why not Pre Crisis Management as opposed to Post Crisis Management?
Could it be that the nature of bureaucracy is doomed to failure if for no other sake than for an innate ability to become bogged down by an enamoring self preoccupation with procedures, theories and policies which by themselves serve nothing more than those whose jobs it is to formulate their charter responsibilities and the procedures and means to serve these ends.
In practice, the reality of Katrina has demonstrated the immense disparity between the two; bureaucracy’s resolve and its ability to respond in a timely manner to provide the badly needed effective fulfillment of its fundamental charter responsibilities.
Simply observed, more government procedure spells less decisive and less effective responses.
In view of the failure of 9-11 where in spite of knowing to a high level of probability that a terrorist attack was immanent, the system failed to move important information through to proper levels to process the available intel necessary for an appropriate response.
What is our Office of Homeland Security’s position in the aftermath of Katrina?
Wouldn’t a self assessment of their response make for interesting reading?
Recognition of Intel aside, we had the luxury and the opportunity and the advantage of time and advanced warning on our side regarding Katrina. We seemingly did not have this prior to 9-11. Yet we continue to demonstrate need for improvement. How much does common sense cost compared to the addition of more bureaucracy?
My only hope is that it will not be necessary to call for still more money and further bureaucracy than what I’ve been led to believe was supposed to be the answer and solution for the failures which led to 9-11.
All Security Charter’s responsibilities aside, don’t say to me “Show me the money.” Say to me instead, Show me the draft and I’ll show you the team. I am resolved. I will be prepared. I will be connected. Above all else, I am practiced, tested and able.” I will deliver or else you may fire and replace me!!!

I, however, disagree with your basic premise. My feeling is that the presence of bureaucracy is not the problem. The problem is a lack of political will. The administration simply isn’t interested in governing effectively and in living up to its responsibilites to the majority of Americans.
Bush, of course, will not resign, though he ought to. If the Congress turns over next year, as it might well in the wake of this thing, I’ll be among those calling for impeachment hearings.
Bush dropped the ball and 9/11 and on Katrina. How many chances are we going to give him?
Today on MSNBC, a reporter interviewed a professor at LSU, a Dr. Van Heerden. He said that he and his colleagues had been studying the possible effects of a hurricane and the possibility of the NO bowl flooding since 1998. They showed their findings a year ago in a large symposium that was attended by NO and Louisiana high government officials and FEMA personnel and a representative from the White House. He reported to them that 70% of the city and surrounding parishes would evacuate which would leave 300,000 people, mostly poor. They discussed evacuation procedures, which they thought would take 10 days and other problems with diseases. He said the Louisiana officials worked very well with him and implemented his suggestions into emergency plans. But FEMA and the White House walked away without lookin’ back.He showed his disgust with the fact that help should have come 2 days after the hurricane and he said the direct blame for any deaths that have occurred in the last few days. The deaths that will occur in the next weeks is on FEMA and the current administration

Why was help so late in coming? We have a “man” who has never been accountable to anyone in his life save his mommy daddy and wife for a president. I conclude as you do. Ahmed or whatever he? is, is a mid management white collar toady.
I’ve a gift for rhyme myself. Maybe I need to write an “I love bush” rant to counter the many named Ahmeds posts.
But the subject was help and why it arrived late.
It cannot be beyond anyones witness that REAL help arrived only when bush was doing his photo ops. Now I know bush thinks that god talks to him and ordained his office. But I got a suspicion that bush is delusional and somehow sees himself as the instrument of god. As he does have the eartly power to shape perception in this way, I suspect he is shaping it not just for all of us but for himself as well.
