			<content:encoded><![CDATA[<p>State Sen. Susan Wagle, who early on expressed interest in running for the Fourth District congressional seat, announced today she would instead endorse candidate Mike Pompeo.</p>

<p>“I value my position as a senior state senator in a small group of 40,” she said in a statement. “Kansas is facing a budget crisis unlike any crisis we have faced in recent history, and it would not be right as a leader of the conservative movement to walk away from an economic downturn, or for that matter, even divert my attention away from the needs of Kansans, when the headlines in our newspapers are about our governor considering a tax increase.”</p>

<p>Wagle said her endorsement of Pompeo, a Republican national committeeman, was not intended to be disrespectful of or derogatory toward two fellow senators who are seeking the seat, Dick Kelsey and Jean Schodorf.</p>

<p>Wagle said she respected both senators.</p>

<p>“However, for the daunting task that lies ahead in Washington, we need someone who stands out above the crowd.  Someone who will be recognized instantly as a leader. Someone who has the ability to guide and influence others on our behalf, who has inner strength, and strong convictions,” she said in endorsing Pompeo.</p>

<p><span id="more-2140"></span>Pompeo is president of Sentry International, an oilfield supply company, and former CEO of Thayer Aerospace.</p>

<p>Five candidates are seeking the Republican nomination for the seat now held by Rep. Todd Tiahrt, who is running for U.S. Senate: Pompeo, Kelsey, Schodorf and businessmen Jim Anderson and Wink Hartman.</p>

<p>State Rep. Raj Goyle and etired court services officer Robert Tillman are contending for the Democratic nomination.</p>

<p>Wagle, who has battled cancer in the past, also said she was given a clean bill of health two weeks ago.</p>

<p>“The big C has a way of refocusing people,” she said in the statement. “Cancer patients tend to evaluate how best to make the most of every moment they have left, whether it is 10 days or 10 years.  Through this experience, I have decided my time and my political expertise are best spent here in Kansas.”</p>

<p>UPDATE:</p>

<p>Pompeo reacts in a statement:  “I really am humbled today to have garnered the support of someone with the conservative credentials of Susan Wagle. Senator Wagle has long stood for fiscal responsibility in the Kansas legislature, and I know the people of Kansas are going to be served well by her remaining in that important role.”</p>

<p>Hartman reacts in a statement:  <span style="font-size: 12pt; font-family: &quot;Times New Roman&quot;,&quot;serif&quot;;">Today, one career politician endorsed another political insider. Republicans are now powerless in Washington because career politicians and political insiders said one thing and then did another. If we want our government to change, then we have to stop sending those same career politicians to Washington.</span></p>

			<content:encoded><![CDATA[<p>A former Wichita police chief and a Wichita business-man have been appointed co-chairs of the Governor’s Task Force on Racial Profiling.</p>

<p>Gov. Mark Parkinson ap-pointed Mike Watson, former Wichita police chief and Curtis Whitten,  co-chairs today.</p>

<p>Watson of Milford spent more than 32 years in law en-forcement in Kansas. He is a member and past president of the Kansas Association of Chiefs of Police, as well as a member of the Kansas Peace Officers Association and the International Association of Chiefs of Police.</p>

<p>Whitten of Wichita has more than 17 years of security and investigative experience. He is  president and director of business development at Vend Tech Enterprise in Wichita.</p>

<p>“The safety and security of Kansans is paramount, and that includes protecting citizens from breaches of their personal rights,” said Parkinson.</p>

<p>He also appointed members Sheriff Dean Bush, Paula Flo-res, Rep. Delia Garcia, Pastor Virgil Horn Jr., Clyde Howard, Herman Jones and Rep. Mel-ody McCray-Miller. Also appointed were Mike Padilla, Shala Perez, Wilma Sanders, Susanna Valdovinos, Jabari Wamble and Rep. Valdenia Winn.</p>

<p>Nebraska Sen. Mike Johanns, a former U.S. agriculture secretary, today endorsed <strong></strong>Jerry Moran for the U.S. Senate.</p>

<p>The endorsement comes one day after former House Speaker Dennis Hastert endorsed Moran&#8217;s opponent for the Republican nomination, Todd Tiahrt.</p>

<p>“A leader both in Kansas and nationally, I look forward to having Jerry Moran as part of the United States Senate,” said Johanns said. “Jerry has established himself as a principled conservative who listens to the people he represents.
<p class="MsoNormal">&#8220;Among the few national leaders in agriculture, Jerry has been a driving force in agriculture policy throughout his time in Congress, but has never lost sight of the people for whom he works. As it is in Nebraska, Kansans need to have someone that represents their interests and not the powers of Washington, D.C.</p></p>

<p>As ag secretary, Johanns said he often talked to Moran, a senior House Agriculture Committee member. Secretary Johanns also worked with Moran on opening additional markets for American farmers and ranchers and how best to serve family farmers across the country.</p>

<p>Former House Speaker Dennis Hastert <strong></strong>today endorsed Congressman Todd Tiahrt <strong></strong>for the U.S. Senate in Kansas.
<p class="MsoNormal">In doing so, Hastert overlooked another former GOP colleague, Jerry Moran, <strong></strong>the western Kansas congressman who&#8217;s seeking the same Senate seat.</p>
<p class="MsoNormal">Hastert called Tiahrt &#8220;a man of his word&#8221; and said &#8220;you can be sure he will be there for you when the job gets <span class="inline right"><span class="caption" style="width: 98px;"><strong></strong></span></span>difficult. Todd does not run and hide when faced with difficult decisions. When the pressure is on, he faces the challenge and does the right thing with his constituents’ best interests in mind.&#8221;</p></p>

<p>Hastert had what appeared to be less than kind words for Moran<span class="inline left"><span class="caption" style="width: 90px;"><strong></strong></span></span> in his 2004 book <em>Speaker: Lessons From 40 Years in Coaching and Politics. </em></p>

<p>In the book, Hastert took on an unnamed Republican for not voting for the Medicare prescription drug bill.</p>

<p>&#8220;Some members had assured me that they would be with us, but when the crunch came, they weren&#8217;t,&#8221; Hastert wrote. &#8220;One prairie state member, a fourth-term representative from a solidly Republican district, voted no, then ran and hid.&#8221;</p>

<p>Moran didn&#8217;t deny he was the member in question. But he insisted then that he neither ran nor hid, and he said he opposed the bill, despite enormous pressure, because it was poor law.</p>

<p>&#8220;I cast these odd-man votes from time to time,&#8221; he said. &#8220;I hear the criticism as indecision, but to me it&#8217;s another example of trying to do what&#8217;s right.&#8221;</p>

<p><p class="MsoNormal"><span style="color: black;"> The Senate substitute for House Bill 2365 passed 65-56 with little debate. A bill needs 63 votes to pass the House. The measure now goes to the Senate for concurrence.</span></p>
<p class="MsoNormal"><span style="color: black;"> The package is the final piece of the budget solution lawmakers cobbled together to close a $328 million budget gap. Both the tax bill and the budget bill, which included a 2.75 percent cut to most government agencies, came from the Senate and passed through the House with no changes.</span></p>
<p class="MsoNormal" style="background: white none repeat scroll 0%; margin-bottom: 7.5pt;"><span style="color: black;"> The tax package would:</span></p>

<p>Kansas lawmakers may owe their moms a big thank you if the coming holiday pressures them to resolve the session&#8217;s big migraine by Sunday.</p>

<p>But they&#8217;ve got a long to-do list to scratch off first.</p>

<p>1) Pass a budget reduction bill that eliminates the state&#8217;s $328 million deficit. The Senate passed a plan (though it relies on yet-to-be-passed tax legislation) but the House is still wandering after defeating one plan and finding not enough support for a second.</p>

<p>Look for a big House debate today in which lawmakers fight over more school cuts, state worker pay reductions, or delays to tax cuts for businesses. If it passes, lawmakers are a lot closer to finishing their work for the year.</p>

<p>Alternatively, the House could give up and concur with the Senate plan, though conservatives who want more significant spending cuts don&#8217;t like the idea. But the longer the session goes on, the more tempting the option will be to House Dems and moderate Republicans.</p>

<p>2) Tax bills. The Senate plan right now comes up about $70 million short of erasing the state&#8217;s deficit. They have a plan to offer amnesty to certain delinquent tax payers they estimate will raise $35 million. Finding the other $35 million, however, is a little harder. There are proposals to delay some tax cuts, primarily for business, or maybe reduce the number of state tax credits. But lawmakers have yet to approve any of these measures.</p>

<p>3) Energy legislation. Lawmakers must pass a series of energy regulation reforms as part of the Gov. Mark Parkinson coal plant compromise with Sunflower Electric Power Corp. It passed out of a Senate committee last night, and the Senate hopes to pass it this afternoon. It includes some modest proposals to encourage renewable energy and efficiency. There&#8217;s little question the measure will pass, but will Democrats upset about Parkinson&#8217;s deal vote no out of protest?</p>

<p>4) Abortion override? There&#8217;s little talk about this this week, but many lawmakers still hope to override Gov. Sebelius&#8217; last veto, of a bill that, among other things, would require Dr. George Tiller to provide the state with the medical diagnoses he uses to justify late-term abortions.</p>

<p>Right now it&#8217;s still possible lawmakers could wrap-up their 2009 session in time for Mother&#8217;s Day. But should the budget doldrums continue, lawmakers could find themselves here in the Statehouse next week, when presumably some of them will be crying for their mothers.</div></p>

			<content:encoded><![CDATA[<p>A delegation from Wuxi, China, has postponed a trip to Wichita, citing travel concerns about the swine flu outbreak, the city of Wichita said in a news release today.</p>

<p>The group had been scheduled to arrive May 5 and tour local companies May 6. The visit was to include the signing of a letter of intent about an EcoPartnership between the two cities.  The trip is expected to be rescheduled.</p>

<p>A separate group from Kaifent, China, still is scheduled to arrive in Wichita on Friday, the release said. The delegation from the Peoples Congress is set to visit public facilities and participate in River Festival.</p>
