		<description>&lt;p&gt;I'm guessing the City Council will insist on spending at least a quarter of a million dollars on the process.  Otherwise they won't feel like they're getting their monies worth - kind of like buying land for a fire station.  It also doesn't surprise me that the current City Council is slower than the 2003 Council.  I just don't know if they actually learned to take their time or if they're 'slower' in general.&lt;/p&gt;
